Important decisions of the Council of Ministers: Important decisions on excise policy, industrial development and consumer rights

Raipur: Decisions of the Council of Ministers dated – 02 March 2025 Many important decisions were taken in the cabinet meeting held here today at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Minister Vishnu Dev Sai – Chhattisgarh Excise Policy for the financial year 2025-26 was approved in the meeting of the Council of Ministers. The Excise Policy for the year 2025-26 will be like that of the year 2024-25. The decision to operate 674 liquor shops and premium liquor shops as per requirement in the financial year 2025-26 has also been kept intact. The rate offer for the supply of country liquor will remain effective as before. Wholesale purchase and distribution of foreign liquor will be done by Chhattisgarh State Beverages Corporation Limited. The infrastructure development fee applicable on liquor will remain the same. The additional excise duty levied at the rate of 9.5 percent on foreign liquor retail shops will be abolished. The draft of Chhattisgarh Lok Parisar (Eviction) (Amendment) Bill-2025 was approved by the Council of Ministers. The Council of Ministers decided to abolish the empowered committee constituted for e-procurement in view of the interest of ease of doing business. Since currently projects above Rs 100 crore are being approved by PFIC. Due to the mandatory approval of the empowered committee in respect of large IT projects, there is duplication of the approval process. For this reason, it was decided to abolish the empowered committee.
It was decided to create a new post of member for quick resolution of pending cases and timely hearing of consumer cases in Chhattisgarh State Consumer Dispute Redressal Commission. It was decided to approve the recommended rate of the State Level Committee constituted for the rate of paddy and rice transportation in the support price scheme of Kharif marketing year 2022-23, 2023-24 and 2024-25. The draft of amendment in the Factory Act-1948, Industrial Disputes Act-1947 and Trade Union Act-1976 was approved through Chhattisgarh Labor Laws Amendment and Miscellaneous Miscellaneous Provisions Bill-2025. The draft of Registration Act-1908 (Chhattisgarh Amendment) Bill-2025 was approved. It was decided to provide one-time exemption in the qualifying service of five years for filling up 9 vacant posts of promotion category of Deputy Registrar in the Commercial Tax (Registration) Department for regular operation of registry offices. Industrial Development Policy 2024-30 is effective in the state from 01 November 2024. To make it more effective, the draft of proposed amendment in Chhattisgarh Government Store Purchase Rules-2002 was approved by the Department of Commerce and Industry. The State Government’s Good Governance and Convergence Department was authorized for the MoU between Chhattisgarh Government and Vyakti Vikas Kendra India (The Art of Living) on livelihood generation and welfare of rural Chhattisgarh.
