Swachh Survekshan 2024 and revenue collection top priority: Commissioner Abinash Mishra

Raipur – Today, on the instructions of Raipur District Collector Dr Gaurav Kumar Singh, Municipal Corporation Commissioner Abinash Mishra held a weekly review meeting in the third floor hall of the Municipal Corporation Headquarters building Mahatma Gandhi Sadan. After taking information about the progress of various works, he gave necessary instructions to the corporation officers. Commissioner Abinash Mishra met Additional Commissioners Rajendra Prasad Gupta, US Agarwal, Pankaj K. Sharma, Vinod Pandey, Mrs. Krishna Khatik, Deputy Commissioners Dr Anjali Sharma, Jasdev Singh Babra, Dr. Divya Chandravanshi, Joint Director Finance Dinesh Nirmalkar, Health Officer Dr. Tripti Panigrahi, Revenue Officer Khirsagar Nayak, Corporation Secretary Suryakant Shrivastava, Retired Superintending Engineer (Contract) Badri Chandrakar, while taking a weekly review meeting in the presence of all zone commissioners, executive engineers, officers in charge of all departments, have instructed the officers to give top priority to Swachh Survekshan Abhiyan 2024 and revenue collection work, the Commissioner has directed the Zone Commissioners to bring the cleanliness system of all the main roads of Raipur city in line with the capital city by continuous monitoring every day, any kind of negligence or evasion in the cleanliness system improvement work will never be tolerated and strict action will be taken against the concerned by fixing accountability, cleanliness should be visible in all the main roads, all the zone commissioners should ensure this in their respective zone areas under all circumstances. It is worth mentioning here that a few days ago, Municipal Corporation Commissioner Abinash Mishra has given the administrative responsibility of Officer-in-Charge of Zone 2 to Corporation Additional Commissioner Rajendra Prasad Gupta, Additional Commissioner US Agarwal for Zone 5, Pankaj K. Sharma for Zone 6, Vinod Pandey for Zone 3, Deputy Commissioner Dr. Anjali Sharma for Zone 9, Jasdev Singh Babra for Zone 1, Mrs. Preeti Singh for Zone 8, Dr. Divya Chandravanshi for Zone 10, Revenue Officer Kheersagar Nayak for Zone 7, Corporation Secretary Suryakant Srivastava for Zone 4 for zone tour for coordination and review of work related to preparations for Swachh Survekshan Abhiyan 2024, revenue collection campaign related work, development and construction work plans. The officer-in-charge of the zone, along with the concerned zone commissioner, executive engineer, assistant engineer, zone health officer, assistant revenue officer, ward in-charge, are regularly visiting the wards of the respective zone every day and resolving public problems in this regard.
In the meeting, Commissioner Abinash Mishra has instructed all the zone officers that in the Swachh Survey Campaign 2024, public participation work towards cleanliness has to be done at the mohalla level, at the colony level, by the residents of the colony. The contaminated water coming out of the colony should be treated and reused by the Residents’ Association and the wet waste generated by them should be home composted. Rain water harvesting should be done in the colony. The cleanest mohalla, cleanest hotel, cleanest market, cleanest school, cleanest hospital, cleanest establishment, cleanest office etc. are to be identified and honored. The work of bringing awareness about cleanliness in various areas has to be done by the brand ambassador. IEC (public awareness in the field of cleanliness) is to be promoted by the public representatives. Recovery has to be done for user charge. To make people aware about cleanliness, spot fine is to be imposed for spreading dirt, fine is to be imposed for burning garbage, fine is to be imposed for urinating and defecating in the open. Fines are to be imposed for using polythene and single-use plastic, banned plastic. Utensil bank, food bank, clothes bank, bag bank and book bank are to be set up in each zone. Loan fairs are to be organised in each zone. Arrangements for stand-alone urinals are to be made (at multi-level parking, ISBT, Nalanda campus and other places).
Home composting will have to be encouraged in the wards. Wards can be made self-sufficient by disposing of wet waste coming from homes (by making compost) and dry waste by following the 3R principle (reduce, reuse, recycle). The Commissioner has directed all the zone commissioners to take necessary action in this regard. Necessary instructions have been given to all zone officers regarding the preparation of 7 stars in Garbage Free City 2024 assessment, preparation to be done in shops and commercial areas, preparation to be done in C&D waste plant collection and segregation, preparation to be done in transport hubs, preparation to be done in residential areas, preparation to be done in educational and institutional areas, preparation to be done in ponds, preparation to be done at field level for Water Plus 2024 assessment, preparation to be done in slum areas, residential area, commercial area, public area, transport area, construction area, industrial area, roads and routes, water body, sewerage treatment plant. The Commissioner has instructed the officers to do the work of revenue collection in all the wards of all zones on door to door priority basis, daily with utmost priority and in a campaign in the interest of the corporation. The commissioner has directed to issue demand notes for tax recovery in commercial areas, hotels, business complexes, malls, large residential complexes, colonies and to ensure 100% recovery of outstanding revenue from all big defaulters strictly as per rules by making it a first priority.
