Rules for marriage registration in UCC are easier, know what has changed

Uniform Civil Code: Condition of video KYC of witness removed, photo will also be automatically linked to Aadhaar Under the Uniform Civil Code (UCC), the processes related to marriage have been made easier. Now if someone has registered the marriage earlier and has to get it recognized, then video KYC of the witness will not be necessary for him. Also, now the applicant will not need to upload his photo separately, because the photo will be automatically linked to the Aadhaar card. Preparations are underway to make the registration certificate available under UCC available in DigiLocker as well. Home Secretary Shailesh Bagauli said that till now a total of 46 applications have been received for live-in in the state. After the implementation of UCC, on an average about 174 applications are coming daily in every district. So far about 94,000 applications have been registered on the portal. Of these, 73,093 applications are for marriage registration, 19,956 are for approval of already registered marriage, 430 are related to will and inheritance, 136 are related to nullity of divorce and four applications have been made for inheritance without will. About 89 percent of these applications have been approved, while about five percent applications have been rejected. Work is still going on on the rest. On an average, 174 applications are being received by the districts every day on the UCC portal. The government has instructed all the District Magistrates to organize camps to make people aware about this and also ensure full registration of government employees.

The Secretary also expressed concern about those districts where a large number of applications are being rejected. He said that these cases should be reviewed as to why the applications are being rejected. It was also told in the meeting that now only 382 Gram Panchayats are left in the state from where no application has come. All the District Magistrates have been instructed to maintain complete confidentiality in cases of live-in registration. It has been observed that at some places, information about live-in registration is becoming public, due to which there is a possibility of violation of people’s privacy. Therefore, special caution should be taken in this matter. The Secretary said that the officials of the districts where more applications are being rejected will have to give reasons and analyze them. It also came to light in the meeting that some districts have made good progress in the registration of marriages after the year 2010. For example, an increase of 29 percent has been registered in Rudraprayag, 23 percent in Uttarkashi and 21 percent in Chamoli.
