Bhopal. Madhya Pradesh is the first state in the country to give legal guarantee of providing notified services to citizens. The Public Services Guarantee Act is effective in the state from 25 September 2010. At present, 748 services have been notified under the Act. Out of these services, 342 services are being provided online to the citizens through Public Service Centres. The Madhya Pradesh government, committed to good governance under the leadership of Chief Minister Dr. Mohan Yadav, has made the administration people-oriented. Keeping in view the convenience of the citizens, Samadhan Ek Din Tatkal Seva, CM Helpline 181 Call Center, Women Helpline, CM Public Service, Divyang Helpline Samadhan Online programs testify to people-oriented administration.
The Madhya Pradesh government has taken several steps from time to time in the direction of good governance to strengthen civil rights and make the service system effective. For better implementation of Madhya Pradesh Public Services Guarantee Act, a separate Public Service Management Department was formed. State Public Service Agency was established in the year 2013. Along with the implementation of Public Service Guarantee Act, State Public Service Agency also includes establishment and operation of Public Service Centers, operation of CM Helpline Call Center and CM Dashboard.
439 Public Service Centers have been established in all tehsils to provide services to citizens within a time limit through Public Service Centers, through which notified services of various departments are being provided to the citizens. Under the Act, under the department’s notified service “Caste Certificate Supply” campaign, the campaign to provide caste certificates to students of schools across the state is being successfully implemented by Public Service Centers. So far, about 1 crore 40 lakh digitally signed colored certificates have been provided in this campaign. 10 crore 62 lakh applications have been resolved so far in all the services notified under the Public Service Guarantee Act 2010.
There is a guarantee of provision of services under the Public Service Guarantee Act 2010. A time limit has also been fixed for providing each service. There is also a provision to impose a fine on the responsible officer for not providing the service on time. There is a provision for the officer class to deposit a fine amount ranging from Rs 250 to a maximum of Rs 5000 per day.
Samadhan Ek Din Tatkal Seva
With the intention of providing service to the citizens in just one day, the Madhya Pradesh government started the “Samadhan Ek Din Tatkal Seva” system in February 2018. In this system, the application given by the applicant before noon is resolved after noon. In this service, digitally signed certificates are also being sent to the applicants through WhatsApp, e-mail, so that the applicant can get the certificate as per his convenience. More than two crore 63 lakh applications have been resolved so far in the Samadhan Ek Din Tatkal Seva system. The 32 services provided by Samadhan in one day include income certificate, local resident certificate, trade license, issue of duplicate eligibility slip to eligible families covered under National Food Security Act, 2013, current Khasra, B-1 Khatauni current map, copy of Khasra (all accounts), archive copy, copy of order in revenue case, supply of land rights book for the first time, true copy of order/interim order passed from district level record room etc.
