Big decisions in cabinet meeting: Important announcements made under the chairmanship of Chief Minister Vishnu Dev Sai

Decisions of the Council of Ministers dated – 11 July 2025: Many important decisions were taken in the cabinet meeting held here today at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Minister Vishnu Dev Sai –

1- The Council of Ministers decided to provide senior senior category pay scale by creating 30 non-numerical posts for providing senior senior category pay scale to the officers of the year 2005, 2006, 2007, 2008 and 2009 batch who have completed the qualifying service period for proper management of the State Police Service Cadre.

2- The Council of Ministers, taking important decisions for the institutional development of poor youth, women and third gender people of tribal groups and other deprived sections, approved the formation of a non-profit joint venture company between the Government of Chhattisgarh and Pan IIT Alumni Reach for India Foundation (PanIIT). Through this joint venture company, poor youth, women and third gender people from scheduled tribes and other deprived communities will be empowered and developed through institutional vocational education, skill development and rural entrepreneurship. The joint venture of Chhattisgarh Government and Pan IIT will work for livelihood and socio-economic change by converging the unused funds of Tribal Sub-Plan, Scheduled Caste Sub-Plan etc. for the development of deprived communities. The work of training the trainers of skill development programs will be done by Pan IIT. The work of teaching foreign language along with the necessary skills will be done to provide employment opportunities in the international market to the trained youth. For giving training by Pan IIT, the necessary government buildings will be identified by the district administration and departments and it will be transferred to the joint venture company. PanIIT is a society formed by the alumni of IIT which works to improve the income of deprived communities through nation building mission, vocational, livelihood education system and rural entrepreneurship by forming non-profit joint ventures with the state governments.

3- The Council of Ministers approved the draft of the amendment bill in the Chhattisgarh Motor Vehicle Taxation Act-1991 to prevent road accidents caused by old vehicles and control air pollution.

4- The Council of Ministers approved the amendment in Rule 55 of Chhattisgarh Motor Vehicle Rules-1994. Under which the vehicle owner will be able to use the fancy or choice number of his old vehicle in a new or the same category vehicle brought from another state, for this the necessary fee will have to be paid. If the old number was a normal number, then its use will be possible after paying the necessary fee as per Rule 55 (2) (c) of Chhattisgarh Motor Vehicle Rules 1994. This facility will be applicable only on the registration of new vehicle or vehicles bringing No Objection Certificate from other state, not on vehicles already registered in the state. This facility will also be available for government vehicles, they will not have to pay any fee for this.

5- The draft of Chhattisgarh Private University (Establishment and Operation) (Amendment) Bill, 2025 was approved.

6- The Council of Ministers has taken an important decision to implement the Student Start-up and Innovation Policy to empower the youth of the state through startups and innovation. The objective of this policy is to create a student-centric innovation and incubation system, as well as increase intellectual property awareness. Setting up innovation centers in tribal areas and paying special attention to sectors like agriculture, green energy, health and manufacturing are also the major objectives of this policy. The aim of this policy is to reach out to 50 thousand students of 100 technical institutions of the state, support 500 prototypes, file 500 intellectual property rights and incubate 150 startups. This will help the youth to develop new thinking and technology.

7- The draft of Chhattisgarh Agricultural Produce Market (Amendment) Bill, 2025 was approved.

8- The Council of Ministers approved the draft of the bill for the establishment of the concerned authority for the development of Chhattisgarh Capital Region (State Capital Region) on the lines of the National Capital Region. In view of the rapidly increasing population and urbanization in Raipur, Durg-Bhilai and Naya Raipur Atal Nagar, this authority will work for the systematic and planned development of this area. This authority will work to plan for the capital region, promote investment, coordinate between various government and private organizations and properly control the expansion of the city. By 2031, about 50 lakh people are expected to live in this area, so it is necessary to ensure urban development while effectively using the land and protecting the environment. In this way, the Capital Region Development Authority will help in making the urban areas of Chhattisgarh better, sustainable and well-organized.

9- The draft of Chhattisgarh Goods and Services Tax (Amendment) Bill, 2025 was approved.

This will make the rules of input service distributor in inter-state transactions more effective and in line with the amendments of the Finance Act, 2025 of the Central Government.

10- Taking an important decision to encourage small and medium traders of the state and to settle the tax related cases pending in the courts, the Council of Ministers has approved the draft of Chhattisgarh Outstanding Tax, Interest and Penalty Settlement (Amendment) Bill, 2025.

11- The draft of Chhattisgarh Land Revenue Code Amendment Bill 2025 was approved by the Council of Ministers. This will facilitate map distribution and updating of records, illegal plotting will be stopped, geo-reference map will reduce legal disputes in future. The process of transfer will be easy. On the death of the land holder, joint account holders and heirs will have convenience in transfer. Transfer of building or plot will be possible in proportion to the land. The processes of industrial policy, housing scheme and urban development will be simplified.

12- The Council of Ministers approved the draft of the amendment bill in the Chhattisgarh Kushabhau Thackeray Journalism and Mass Communication University Act, 2004.
