Approval of reorganization of Chief Revenue Commissioner and Commissioner Land Records offices

Bhopal: A cabinet meeting was held at the Raj Bhawan of Pachmarhi under the chairmanship of Chief Minister Dr. Mohan Yadav, dedicated to the valor and sacrifice of Raja Bhabhut Singh. Taking a major decision in the interest of Narmadapuram district, the cabinet has decided to transfer the Composite Logistics Hub Pawarkheda project implemented by M/s Kesar Multi Modal Logistics Ltd. to M/s DP World Multi Modal Logistics Pvt. Ltd. 

Approval of reorganization of Chief Revenue Commissioner and Commissioner Land Records offices

The cabinet decided that the offices of Chief Revenue Commissioner and Commissioner Land Records should be reorganized. As a result of the reorganization of both the offices, the integrated office will be named Office of Commissioner Land Resources Management, which will have one headquarters and one assistant headquarters. In accordance with the current requirements, Superintendent Land Records and Assistant Superintendent Land Records have been adjusted as Tehsildar and Naib Tehsildar respectively. The additional Tehsildar and Naib Tehsildar thus obtained will be posted for judicial work and non-judicial work such as protocol, law and order, survey etc. Having a separate Tehsildar for judicial work will speed up the resolution of revenue cases as judicial proceedings will be possible in the Revenue Court every day.

Approval of amendment in three labor laws for simplification of labor laws

The cabinet has approved amendments in three labour laws with the objective of simplifying the procedures in labour laws and reducing the compliance burden on small and medium scale institutions and industries. Under the Contract Labour (Regulation and Abolition) Act, 1970, the present limit of 20 contract workers for employment has been increased to 50 contract workers. Also, under the Factories Act, 1948, the present limit of 10 workers employed in premises running power-assisted manufacturing process and 20 workers employed in premises running unpowered manufacturing process has been increased to 20 workers in premises running power-assisted manufacturing process and 40 workers in premises running unpowered manufacturing process respectively. Similarly, under the Industrial Disputes Act, 1947, instead of the present provision of giving notice before strike and lockout only in public utility services, a provision has been included to implement it in all industrial establishments.

Approval of the Council of Ministers for the establishment of “Agritech-Hub/Innovation Hub for Agriculture” project in Madhya Pradesh

In view of the future possibilities of technology-based agricultural development and improvement in the quality of agricultural produce, the Council of Ministers has decided to make Madhya Pradesh State Electronics Development Corporation (MPSEDC) under the Department of Science and Technology a partner on behalf of the State Government for setting up/operating the Agritech-Hub/Innovation Hub for Agriculture project in Madhya Pradesh. Along with this, in accordance with the administrative approval issued by the Ministry of Electronics and Information Technology, Government of India, it has been decided to provide financial assistance of Rs. 2 crore in the financial year 2025-26 as state share to Indian Institute of Technology, Indore for setting up the project.

It is noteworthy that “Agritech-Hub/Innovation Hub for Agriculture” will be established in Indore with the objective of improving the quality of agricultural production and increasing production capacity in accordance with the requirements of technology-based agriculture in the state. It will act as a focal point for knowledge management, promoting self-reliance and building capacities for the needs of delivering quality technology to farmers. It will be established by Indian Institute of Technology (IIT) Indore in collaboration with ICAR-IISR Indore, ICAR-CIAE Bhopal and C-DAC Pune. For this, administrative approval of project cost of Rs. 14.98 crore has been provided by the Ministry of Electronics and Information Technology (Meity), Government of India.

Out of the total cost of Rs. 14 crore 98 lakh for setting up and running the project, the financial participation will be Rs. 11 crore 32 lakh from Ministry of Electronics and Information Technology, Government of India, Rs. 2 crore from Department of Science and Technology, Madhya Pradesh, Rs. 1 crore 10 lakh from IIT Indore, Rs. 25 lakh from Techrima Agro Research and Development Pvt. Ltd., Rs. 10 lakh from Devaditya Technocrats LLP Indore, Rs. 10 lakh from Cornstone Solutions Indore and Rs. 10 lakh from Ruchi High Rich Seeds Pvt. Ltd.

The key objectives of the Agritech Hub are to establish a Centre of Excellence (CoE) in Agriculture at IIT Indore. It will facilitate 46 deep agritech programmes, 40 inventions, filing of 25 patents, incubation of 8 startups and 10 technology transfer and licensing agreements through startups. It will also catalyse the development of genomics, phenomics, precision agriculture, drone-based imaging, emerging technologies for seed quality testing, high performance computing based big data analytics and machine learning to enable development of new and improved traits in crops.
