On the first day of the session, Parliamentary Affairs Minister Premchand Agarwal accused Congress MLA Madan Bisht of attending the assembly under the influence of alcohol. This allegation led to a massive uproar in the house on the second day of the session.
Congress MLA Accused of Being Drunk in Assembly & Using Inappropriate Language
The controversy began on the first day of the session during the Governor’s address when a verbal clash broke out between Congress MLA Madan Bisht and Minister Premchand Agarwal. During the heated exchange, allegations surfaced that the Congress MLA had used inappropriate language in the house. Premchand Agarwal further claimed that Madan Bisht was intoxicated when he entered the assembly.
Issue Escalates on the Second Day
The matter escalated further on the second day when BJP’s female MLAs strongly condemned the Congress MLA’s alleged remarks. They demanded action from the Speaker, Ritu Khanduri. Given the rising tensions, the Speaker referred the matter to the Ethics and Conduct Committee for further investigation.
Congress MLA Threatens Defamation Notice
Following the serious allegations made by Minister Premchand Agarwal and BJP’s female MLAs, Congress MLA Madan Bisht strongly objected. He demanded an apology from Premchand Agarwal and warned that if he did not apologize, a defamation notice would be issued against him.
Congress Alleges Conspiracy Against Pahadi Leaders
Congress has claimed that this controversy is an attempt to tarnish the image of a “Pahadi” (mountain region) leader, which they believe is unfair. Speaker Ritu Khanduri, addressing the uproar, criticized the ongoing drama in the assembly, stating that such accusations and counter-accusations are inappropriate in the house.
