Bhopal: Chief Minister Dr. Mohan Yadav has said that under the able leadership of Prime Minister Narendra Modi, we will once again make India a golden bird through entrepreneurship. When Modi’s government was formed in the year 2014, India’s economy was facing serious challenges. India was the 11th economy of the world. We recognized our internal strengths, infinite possibilities and today we are moving ahead rapidly using modern technology. Madhya Pradesh is also developing at a fast pace. Our Madhya Pradesh is a family of 9 crore and in the coming 5 years we are going to double our GDP.
Chief Minister Dr. Yadav said that industrialists embody our eternal culture of “Sarve Bhavantu Sukhinah”. Just as a warrior sacrifices everything for the country in a war, similarly an entrepreneur does good to many families. If all of us play our roles properly, everyone will be benefited and the country will progress. What is the point of living for oneself, we have to live for the welfare of all.
Chief Minister Dr. Yadav said that our industrial policy is to do business with simplicity and ease. The state has a favourable environment for industries. We provide cooperation, support and respect to industries. Industrial workers do not face any problem in the state. Special incentives are given to industries in the areas of tourism, IT sector and readymade garments etc. Up to 200 percent help is given in readymade garments and an incentive of Rs. 5000 per worker is also given for 10 years.
Chief Minister Dr. Yadav said that every youth in the state will get employment as per his qualification and skill. In the recent past, 6 Regional Industries Conclaves have been organized in Madhya Pradesh, in which more than 04 lakh crore rupees of investment has come, and these will provide employment opportunities to 3 lakh people. Global Investors Conclave has been organized in Madhya Pradesh on 24 February. While exploring the possibilities of investment in various sectors, all the departments are making their policies, which will be ready soon. New entrepreneurship (start-up) is being promoted in the state. He congratulated everyone on National Start-up Day.
Chief Minister Dr. Yadav said that for us development does not mean only development of physical infrastructure, we are working for the welfare of all sections of the society. Prime Minister Modi has started a mission for the welfare of the poor, youth, women and farmers, on which we are working rapidly.
Chief Minister Dr. Yadav said that Shahdol, Anuppur, Umaria areas are religiously important, but the development of this area was halted somewhere. Now the time has come for their development, there will be all-round development here in the coming years. Chief Minister Dr. Yadav said that with the aim of taking steps towards balanced development in the state, the 7th Regional Industries Conclave of the state has been organized in Shahdol, the land of immense possibilities. Industrialists have shared their experiences here. Due to the progressive industrial policy of Madhya Pradesh and favorable industrial environment, investment proposals are being received continuously here, which is a direct proof of our progressive industrial policy. Our goal is to develop Shahdol as an industrial hub, which should become the industrial center of not only Madhya Pradesh but the entire country. Chief Minister Dr. Yadav said that I thank all the industrialists and investors who have shown interest in investing in the region by participating in this conclave. The state government will provide all possible help and support to the industrialists and investors, so that the overall development of this region can take place.
Deputy Chief Minister Rajendra Shukla said that the organization of Regional Industry Conclave has generated enthusiasm and excitement among the citizens of Shahdol. Such an event, which was till now limited to only big cities, has become possible at the divisional level today due to the visionary thinking of Chief Minister Dr. Yadav and his resolve for the overall development of the state. Representatives of the industry from all over the country participated in this conclave and expressed their desire to participate in the development of the region . Shahdol division and the entire Vindhya region are rich in natural resources. There is the blessing of Mother Narmada here, there is immense reserve of coal, and new opportunities are being developed in the field of tourism. Due to the leadership ability and vision of Chief Minister Dr. Yadav, the path of industrial revolution is now being paved in this region. Irrigation projects have made the green revolution possible here and now industrial investment will give new direction and momentum to the development of the region. He said that under the leadership of Chief Minister Dr. Yadav, the entire Madhya Pradesh is moving towards a new industrial revolution.

He said that industrial investment in this region will provide new employment opportunities. Shahdol division has sufficient water, land, forest and people for industries. The hardworking people here will participate in taking the industry to new heights. Under the leadership of the Chief Minister, the entire state is rapidly moving on the path of industrial investment.
Industrialists gave investment proposals in the coal, energy and steel sectors
More than 40 industrialists participating in the Shahdol Regional Industries Conclave gave several investment proposals. The industrialists praised the industrial promotion policy of Madhya Pradesh under the leadership of Chief Minister Dr. Yadav.
Torrent Power Limited Vice President Mr. Naveen Kumar Singh said that the investment policy of the state is favourable for industries. Madhya Pradesh is an ideal state from the investment point of view. Investment proposals are being approved here within the stipulated time frame. Sufficient electricity, water and infrastructure facilities are available in the state. Torrent Power Limited is going to set up a thermal power plant based on modern technology in the state. This will provide employment to 1 thousand people. He also expressed his desire to invest in the field of renewable energy.
Industrialist of Ramnik Power Balaghat, Mr. Harsh Trivedi said that we had started the venture in Madhya Pradesh with an investment of Rs. 50 crore, which we have taken to Rs. 350 crore due to the industry friendly policy of the state. We will now invest Rs. 500 crore here. Good roads, railways and other facilities in Madhya Pradesh are attracting industrialists for investment. The state which once had a shortage of electricity is now supplying electricity to other states. There are a large number of trained workers and technicians here. Madhya Pradesh will soon be counted among the leading states of the country.
Mr. Ravi Kumar of Reliance Energy said that Chief Minister Dr. Yadav has taken a bold step by organizing regional industry conclaves in every division. This has been very effective for both small and big investors. Reliance had established a natural gas based industry in Shahdol 20 years ago, investing 6 thousand crores in it and laying a gas pipeline of 250 kilometers from Shahdol to Phulpur, Uttar Pradesh. This entire region is the most suitable area for setting up gas based industries.
Industrialist Mr. Kamal Kishore Sharda of Sarda Energy Raipur said that we are going to set up a coal based steel plant in Shahdol region. Along with this, we will also invest in renewable energy and thermal power. Establishment of industries will bring prosperity to this entire region. We will also try to improve the farming of the region by training the farmers of the region in hybrid seed production. Industrialist Mr. Narendra Goyal said that we will make iron rods by investing 3 thousand crores in Shahdol region. We have taken a coal block here, in which excavation will start soon. Other industrialists also gave attractive investment proposals in the program.
Industrial development took place due to the state’s industry friendly policies, available facilities and good governance
Principal Secretary, Industrial Policy and Investment Promotion Raghvendra Kumar Singh elaborated on the immense investment possibilities in Shahdol region. He informed that the state government is providing attractive policies and facilities for investors, due to which this region is emerging as a major center for economic and industrial development. He informed that Madhya Pradesh is the second largest state in the country and ranks first in terms of forest area. It is also the second largest food grain producing state in India. Also, Madhya Pradesh ranks first in the country in the production of copper, manganese, molybdenum and diamonds. Madhya Pradesh is the fifth most populous state in the country, which provides a huge consumer market. There are 15.9 lakh MSME units operating in the state, providing employment to more than 83 lakh people. It is the 7th largest base of MSME in India. Financial assistance for capital subsidy, quality certification, energy audit and intellectual property rights (IPR) is being provided by the state government under the MSME policy.
Industrial areas have been developed by the MSME department in Shahdol, Umaria and Anuppur districts in an area of 153.78 hectares. In addition, 28.25 hectares of land is available for industrial use. So far, an investment of Rs 916 crore has been attracted in this sector and 1.71 lakh jobs have been created. Processing of products like Mahua, Kodo-Kutki, and Turmeric is being encouraged under the “One District, One Product” (ODOP) scheme for Shahdol, Umaria and Anuppur districts.
Shahdol region is famous not only for religion but also for tourism. Along with the Narmada river, two other rivers Johila and Son originate from Amarkantak. There are immense opportunities for investment in the processing of forest products Mahua, turmeric and Kodo-Kutki in Shahdol. Products like food, medicines, animal feed and health supplements can be manufactured from these products. Along with this, there are also vast possibilities for agricultural processing, mineral processing (limestone, dolomite, bauxite), tourism and skill development in the region.
Unlocking huge opportunities for MSMEs and start-ups
Secretary MSME Smt. Priyanka Das gave a detailed presentation on the policies, achievements and future plans of the state. She informed that the Madhya Pradesh government is making concrete efforts to promote innovation and entrepreneurship. The state’s MSME and start-up eco-system is rapidly progressing towards economic and industrial development. It is the 7th largest base of MSME in India. So far, an investment of Rs 2,51,000 crore has been attracted in the state, which reflects the industrial potential of the state. The state government is providing capital subsidy, quality certification, energy audit, assistance for intellectual property rights (IPR) and additional benefits to export-oriented units for the MSME sector.
Madhya Pradesh is also playing a leading role in the field of start-ups. There are more than 4900 start-ups in the state, out of which 47% are led by women. These start-ups are being operated with the help of 72 incubators and 4 Atal Incubation Centers. The government is providing marketing support for national and international events of start-ups and special packages for product based start-ups.
Shahdol region has immense potential for industrial and start-up development. A total of five industrial areas have been developed in Shahdol, Umaria and Anuppur districts, attracting an investment of Rs 916 crore. These have provided employment opportunities to 1.71 lakh people. The region is also famous for the production of forest produce like Mahua, bamboo and turmeric, which ensures the availability of raw material for industrial development.
The state government is providing incentives up to 40% on investment to MSMEs and start-ups. Apart from this, benefits like exemption in energy charges, exemption from electricity tax, quality certification and reimbursement of patent fees are being given. Special subsidies are being provided to sectors like food processing, apparel, toys and furniture.
The state has made remarkable progress in the renewable energy sector: Additional Chief Secretary vastava
Additional Chief Secretary (New and Renewable Energy) Manu vastava gave a presentation on investment opportunities in the renewable energy sector. He said that there has been a significant increase in the renewable energy sector in the state. From 2012 to 2024, the renewable energy capacity in the state has increased from 491 MW to 6418 MW. He said that under the vision of Prime Minister Modi and the leadership of Chief Minister Dr. Yadav, energy in the coming years will be mainly based on renewable energy.
Additional Chief Secretary Energy Srivastava said that many big projects in the field of solar energy are already operating successfully in the state. Mega projects like Rewa Solar Park and Omkareshwar Floating Solar Project are operating in the state. Agar Neemuch Solar Project has been inaugurated by Chief Minister Dr. Yadav. Major solar parks like Shajapur and Neemuch will also start by the end of this year, which will further strengthen the energy capacity of the state.
ACS vastava said that Morena Hybrid Park is a wonderful example of innovation capability of Madhya Pradesh. He said that a joint project of Madhya Pradesh and Uttar Pradesh is being set up, in which both the states will have electricity supply for 6 months each, this is the first such joint project of two states in the country. He said that special attention is being given to solar energy projects under Kusum Yojana to empower farmers. So far 21,134 solar pumps have been installed in the state and projects of 1,490 MW capacity have been approved. These projects are becoming a source of additional income for farmers. He said that as per the vision of Chief Minister Dr. Yadav, the target is to install more than 35 lakh solar pumps in the state. He said that under the Pradhan Mantri Surya Ghar Yojana, rooftop solar projects are also being installed rapidly in the state. Attractive subsidy is being provided in the solar rooftop project.
ACS vastava said that it is a big achievement that Madhya Pradesh has so far obtained solar energy at a record low rate of Rs 2.15 per unit which is the lowest in the country. A project to develop wind hybrid park on the lines of solar park is proposed. The government has set a target of solarization of all government buildings by 2025-26. He appealed to the investors to be a part of the journey of the sun in the state and invest in renewable energy.
Madhya Pradesh is the leading state in the country in terms of mineral wealth: Chief Secretary Umrao
Principal Secretary Minerals Umakant Umrao gave a presentation on the immense possibilities of investment in the mining and mineral sector in the state. He said that the state is first in the country in ease of living. Madhya Pradesh is a leading state in the country in terms of mineral wealth. It offers immense possibilities for mining and mineral based industries. Diverse minerals are available in abundance in Madhya Pradesh throughout the state.
Principal Secretary Umrao said that due to the high availability of minerals in Shahdol division, it can be called a mining division. He said that there is abundant availability of coal bed methane in Shahdol division. The state has 36 percent of the total reserves of coal bed methane in the country. The state ranks second in the country in the production of coal bed methane. Principal Secretary Umrao said that the state government has taken several policy initiatives to promote mineral industries. These include capital subsidy of up to 40% on investment in plant and machinery and special incentives for mega projects worth more than Rs 100 crore. The state produces more than 1 lakh skilled technical and management graduates every year. He informed that the top educational institutions of the country are in Madhya Pradesh. The state is a surplus state in electrical energy with more than 25 thousand megawatts of energy. There is abundance of water and labor force for industries.
Madhya Pradesh is the emerging IT hub of the country: MD Vashisht
Managing Director of Madhya Pradesh State Electronics Development Corporation, Mr. Ashish Vashisht gave a presentation on Destination Madhya Pradesh: The Home to Emerging Tech Hubs in India on the immense investment potential of the state in the IT/ITES and ESDM sector. He said that the state has a vibrant tech ecosystem, entrepreneurial culture, government policies, technically skilled workforce, minimum risk in business, infrastructure, better connectivity, ease of living and better work-life balance to make Madhya Pradesh the IT hub of the country. He said that in the last one year, an investment of more than Rs 1000 crore has been received in the IT sector, which has created more than 15 thousand employment opportunities. The investment proposals include big companies like LT Mind Tree, Cognizant and Hexaware.
MD Vashishtha informed that the new AVGC-XR (Animation, Visual Effects, Comics and Extended Reality) policy, draft of GCC policy has been prepared, which is in the final stage of implementation.
MD Vashisht said about the advanced IT infrastructure of the state that at present more than 2 thousand IT/ITES and ESDM units are working in the state, out of which 650 units are registered with MPSEDC, which have benefited from the state policies. The turnover of these units is more than 10 thousand crore rupees per year. More than 50 big IT and ITES units of the country are established in Madhya Pradesh. Every year, 500 million dollars worth of exports take place from the state through IT related companies. There are 5 IT Special Economic Zones in the state. 15 IT parks have been built by the state government, which have provided employment to more than 1.5 lakh people.
MD Vashisht said that the state’s IT/ITES and ESDM Investment Promotion Policy 2023 includes fiscal incentives, non-fiscal incentives, developer incentives, rental incentives and land related benefits for investors. In case of investment of more than Rs 200 crore in IT sector, more than Rs 300 crore in ESDM, more than Rs 500 crore in setting up data center, a committee has been formed under the chairmanship of the Chief Minister which takes decisions regarding providing additional benefits. Along with financial incentives, many non-financial incentives are also being given to the investors.
There is immense potential for investment in tourism sector: Mrs Mukherjee
Additional Managing Director, MP Tourism Board, Mrs. Bidisha Mukherjee said that industrialists have immense possibilities to invest in the tourism sector in Madhya Pradesh. Madhya Pradesh has many water falls. There are important rivers including Narmada, Ken-Betwa, Chambal. Along with this, there are 24 sanctuaries, 12 national parks, 9 tiger reserves, 14 UNESCO sites and 2 Jyotirlingas. There are 7 airports in Madhya Pradesh for transportation. Mrs. Mukherjee informed the industrialists about the tourism policy. She told that industrialists can invest in hotels, home-stays, museums, cruises and other areas. More than 1 thousand hectares of land is available in Madhya Pradesh. Mrs. Mukherjee said that there are immense possibilities to invest in the tourism sector in Madhya Pradesh as well as Shahdol district. She informed about the work being done by the Tourism Board in Shahdol district.
Chief Minister Dr. Yadav held one-to-one discussions with industrialists
Chief Minister Dr. Yadav held one-to-one discussions with various industrialists and representatives of industry groups at RIC organized in Shahdol to promote investment and industrial activities in the state. Mr. Kamal Kishore Sharda, CMD of Sharda Energy and Minerals, working in the mining sector, informed about setting up an integrated steel plant under the Greenfield project. He put forward the matter of allotment of about 500 acres of land for this in front of Chief Minister Dr. Yadav. He also thanked Chief Minister Dr. Yadav for creating a better environment for investors in the state. Chief Minister Dr. Yadav assured that the government will provide all kinds of support to the investors. Looking at the immense possibilities of investment in the energy sector in the state, Torrent Power Vice President Mr. Naveen Singh expressed his desire to set up 800 MW thermal power projects with an investment of Rs 18 thousand crore. He said that this will provide direct and indirect employment to about 7 thousand people.
Similarly, Reliance Group Business Head (Coal Based Methane) Ravi Kumar Prekki, during the conversation, told about his upcoming action plan for methane gas extraction. Chief Minister Dr. Yadav said that investors should invest with confidence, the government will provide all possible help.
In a one-to-one discussion with Chief Minister Dr. Yadav, Ganga Mineral Director Ashok Kumar Chaturvedi informed about the proposed projects in the field of energy, mining and future investment activities in the state. Narendra Goyal, MD of Bajrang Power and Steel, showed interest in investing in the mining sector. He informed that more than 1500 jobs will be created through setting up a steel complex. Goyal presented a shawl to Chief Minister Dr. Yadav for giving positive and investment encouragement to the investors in the state.
Chief Minister Dr. Yadav held discussions with DDTC Exim CMD Umashankar Agarwal. Agarwal apprised him of the plan to set up an integrated textile mill in the textile industry. This project will provide employment to more than 5 thousand people. The simplification of all permissions to be obtained from the government for the implementation of the said project was discussed. In a one-to-one discussion, MD and CEO of Orient Paper Mill Anant Agarwal talked to Chief Minister Dr. Yadav about the proposed projects in the state and apprised him about the expansion and modernization of the paper manufacturing unit. Similarly, Mahavir Coal Resources Director Anurag Jain, R.K. Group CEO Rajendra Kumar Shukla and JMS Mining Director Kalyan Kumar Hazra expressed their desire to invest in the mining sector to Chief Minister Dr. Yadav.
Cricketer Ms. Pooja Vastrakar, who has brought laurels to the state in the sports world, thanked Chief Minister Dr. Yadav for promoting sports and encouraging sports in the state. During the one-to-one discussion, Mr. Shubham Tiwari, founder of Granoxy of food processing sector, told about the millet processing unit currently in operation. He informed that the company is receiving orders from abroad to export coarse grains. Mr. Aniket Lad, CEO of Greenwood Solar Solution, presented an action plan for setting up a solar panel manufacturing plant in view of the immense possibilities in the field of solar energy.
