We have made the new industrial policy of the state employment oriented : Chief Minister Shri Vishnu Dev Sai

The goal of building a developed Chhattisgarh is set in this policy

Raipur : Chief Minister Shri Vishnu Dev Sai launched the new Industrial Development Policy 2024-30 of Chhattisgarh state at Mayfair Resort in Nava Raipur this evening. Chief Minister Shri Sai said that we have set the goal of building a developed Chhattisgarh state by making this new policy employment oriented and keeping in mind the vision of building a developed India in accordance with Vision-2047. 

The Chief Minister further said that if any industry provides employment to more than one thousand youth, then we will give it more concessions under the B-spoke policy. We have also made a provision in this policy to give a grant of up to 15 thousand rupees per person per month for providing employment oriented training to the youth.

For the first time, through this policy, we have also decided to encourage investment in facilities like tourism and health in the state. Our state is located in the middle of the country, in the coming years, with our geographical location, modern means of transportation and the participation of all of you, we will be successful in making the state the country’s “health hub”. The Chief Minister said that we are going to start construction of an industrial area on about 118 acres of land near Jagdalpur. Instead of the earlier “minimum 20 acres of land”, now we have decided to allow the establishment of industrial park in the private sector on “15 acres of land”. 

The Chief Minister further said that Chhattisgarh is probably the first state in the country to provide special grants and exemptions to young Agniveers and Naxal-affected families for setting up their own businesses. We are also committed to providing self-employment to the youth of Scheduled Caste and Scheduled Tribe categories. For this, we are giving land in industrial areas to entrepreneurs of these categories at the rate of just Rs 1 per acre. The Chief Minister said that our effort will be to minimize government interference in the establishment and operation of industries and as far as possible it should be done through self-certification or online medium so that you do not need to come to the government for your industry. 

 Industry Minister Shri Lakhan Lal Devangan said in his presidential address that we have prepared such an industry policy which will fulfill all the needs of the state’s industry. Our effort was to make such a policy which will set up more and more industries in the state and promote investment. He said that the new policy will provide employment to the youth of the state and they will play their role in taking the state forward. Minister Shri Devangan also shared some important points of the industry policy and important information regarding its implementation. 

On this occasion, Deputy Chief Minister Mr. Arun Saw, Forest Minister Mr. Kedar Kashyap, Agriculture Minister Mr. Ramvichar Netam, Finance Minister Mr. O.P. Choudhary, Revenue Minister Mr. Tankaram Verma and Chief Secretary Mr. Amitabh Jain, Chhattisgarh Chamber of Commerce and Industry Chairman Mr. Amar Parwani, officers and employees of various departments and industrialists were present. On the occasion of the launch of the new industrial policy, Secretary of Commerce and Industry Department Mr. Rajat Kumar gave a detailed presentation of the new industrial development policy.

Special Provisions of Industrial Development Policy 2024-30 

Chhattisgarh’s Industrial Development Policy 2024-30 has been implemented in the state from 01 November 2024. This policy will provide a strong foundation for industries to invest, create new jobs and accelerate economic growth. 

Through this policy, a target has been set to generate 5 lakh new formal sector jobs in the next 5 years by increasing skilled jobs for the youth of the state. In this policy, provision has been made for training incentives to convert local workers into formal employment, and in addition to incentives, special incentives have been provided to units providing more than 1000 jobs.

In the new Industrial Development Policy 2024-30, provision has been made to provide additional incentives to enterprises of Scheduled Castes / Tribes, women entrepreneurs, retired Agniveers, ex-servicemen (including paramilitary forces), Naxal-affected, surrendered Naxalites and third gender for their participation in economic and social upliftment.

In the Industrial Development Policy 2024-30, the definition of micro, small and medium enterprises has been made in line with the MSME defined by the Government of India. Accordingly, the incentives received by these enterprises have been made competitive compared to other states.

 Keeping in view the increasing trend of service activities in the country, the state government has, for the first time, made provision for separate incentives for MSME service enterprises and large service enterprises under the service sector in this policy. Activities related to engineering services, research and development, health sector, tourism and entertainment sector etc. have been included under the service sector.

The Industrial Development Policy 2024-30 provides for special packages for specific category of industries such as pharmaceuticals, textiles, agro & food processing and non-wood forest produce processing, compressed biogas, electrical & electronics, artificial intelligence (AI), robotics & computing (GPU), IT, ITES/data centre and new sectors. 

Along with this, there is provision for additional incentives for thrust sector industries where the state has a competitive advantage and where future employment is coming.

In view of the incentives in the policy, the development blocks of the state have been placed in 03 groups. 10 development blocks have been classified in Group-1, 61 in Group-2 and 75 in Group-3.

In the Industrial Development Policy 2024-30, a provision has been made for a comprehensive incentive of up to 100 percent of fixed capital investment for manufacturing and up to 150 percent of fixed capital investment for the service sector. Through the policy, on one hand, the provision of Udyam Kanti Yojana has been made to make the youth of the state self-reliant by starting their own business, on the other hand, in line with the big industrial corridors being built in the country, an industrial corridor Industrial City Korba-Bilaspur-Raipur has been envisioned in the state through NICDC. Which is an important step in the industrial development of the state.

For the first time in this policy, a provision has been made for special industrial investment incentives on the basis of creation of 1000 or more jobs, with the aim of local employment generation in order to provide more employment opportunities to the residents of the state in the enterprises. Along with this, a provision has been made for reimbursement of training stipend of Rs. 15,000 per person on the training of the residents of the state employed in the industries and reimbursement of EPF expenditure on employees. 

For the first time, provision has been made for Industrial Investment Promotion Environment Management Project Grant (Environmental Project Grant), Water and Energy Efficiency (Energy Audit) Expense Reimbursement, Industrial Investment Promotion for large enterprises in non-wood forest produce processing and Green Hydrogen / Compressed Biogas sector for adopting environmental protection measures to realize the concept of green enterprise.
