Raipur 19 December 2024: The second supplementary budget of Chief Minister Vishnu Dev Sai’s government was passed in the Assembly. The second supplementary budget of Rs 805 crore 71 lakh 74 thousand 286 presented by Finance Minister O.P. Choudhary for the year 2024-25 was passed in the Assembly today. Including the supplementary budget passed today, the size of the state budget in the current financial year 2024-25 has become Rs 01 lakh 55 thousand 580 crore. This includes Rs 1 lakh 47 thousand 446 crore passed as the main budget, Rs 7 thousand 329 crore in the first supplementary budget and Rs 805 crore 71 lakh 74 thousand 286 of the second supplementary budget.
Finance Minister OP Choudhary, while responding to the discussion on the supplementary budget, said that the people of Chhattisgarh trust Modi’s guarantee. In accordance with Modi’s guarantee, just 12 days after the formation of the government, the government paid two years’ outstanding bonus amount of Rs 3716 crore to more than 12 lakh farmers. In the cabinet meeting on the very next day of the swearing-in, it was decided to provide housing to 18 lakh poor families of the state under the Pradhan Mantri Awas Yojana. Implementing this decision, the first installment for housing construction has been issued to 8 lakh beneficiaries. Choudhary said that in the year 2003, 5 lakh metric tonnes of paddy was purchased in Chhattisgarh. Our government has procured a record 145 lakh metric tonnes of paddy in Kharif year 2023. Rs 13,320 crore has been paid to farmers through Krishak Unnati Yojana. He said that the government will soon pay the amount to the beneficiaries under Deendayal Upadhyaya Bhumiheen Krishak Mazdoor Yojana.
Finance Minister OP Choudhary, in response to the discussion on the supplementary budget, said that we have been giving the benefit of Mahtari Vandan Yojana to women since the third month of the formation of the government. This scheme will write a new chapter in the social empowerment of the women of the state. The beneficiary women of this scheme are being given a loan of Rs 25,000 at 9 percent interest by the Rural Development Bank through the Mahtari Empowerment Scheme. He informed that the honorarium of tendu leaf collectors in the forest areas has been increased from Rs 4000 per standard sack to Rs 5500. 12.5 lakh families of the state are getting its benefit. Tendu leaf collectors are getting the benefit of insurance under Rajmohini Devi Tendu Leaf Social Security Scheme. Charan Paduka Yojana is being restarted for them. Minister Mr. Choudhary said that the state government is committed to rapid economic and reformist development. The 25th year of Chhattisgarh establishment will be celebrated as Atal Nirman Year. Under this, priority will be given to infrastructure development works. Adequate funds will be provided for capital expenditure in roads, bridges, hospitals and railway lines. He said that road work worth Rs 30 thousand crore is going on in the state. These include making 4 national highways four-lane as well as construction of flyovers at Sarona Chowk, Telibandha Chowk and Dhaneli in Raipur. Mr. Choudhary said that we are also giving adequate funds for strengthening the infrastructure of health services. Rs 1280 crore has been approved for 4 new medical colleges in Geedam, Kabirdham, Janjgir-Champa and Manendragarh. 232 crores have been sanctioned for Raipur Medical College, 700 crores for SIMS Bilaspur and 109 crores for Ambikapur Medical College.
Responding to the discussion on the supplementary budget, Finance Minister Mr. Choudhary said that we have brought a reformist budget with financial discipline. Out of the provision of 806 crores in the third supplementary budget, 508 crores is for capital expenditure and 298 crores for revenue expenditure. In this, an additional provision of 250 crores has been made for National Rural Livelihood Mission, 200 crores for infrastructure development in urban bodies and 100 crores for Chief Minister Samagra Gramin Vikas Yojana.
Finance Minister Mr. Choudhary informed that in the second supplementary budget, a provision of 25 crores has been made for domestic air service (Udaan Yojana) and 19 crores 50 lakhs for Unity Mall being built to provide handicraft products at one place in the capital Raipur. Prominent provisions have also been made in the budget for schemes like Chitrotpala Film City, Bastar Olympics, Niyyad Nellanar, Dharti Aba Janjati Gram Utkarsh Abhiyan, PM Janaman Yojana and National Health Mission. He informed that the new industrial policy has laid emphasis on making the youth of the state from job-seekers to job-creators and for single window clearance system.
