The goal of implementation of tribal welfare program should be Antyodaya: Governor Shri Patel
Bhopal: Governor Shri Mangubhai Patel has said that the goal of Antyodaya should be in the implementation of tribal welfare programs. Priority should be given in providing benefits to the most backward tribe of the tribal community and the most backward family in it.
Governor Shri Patel reviewed Animal Husbandry, Higher Education, Forest and Tribal Affairs departments sequentially at Raj Bhavan on Thursday. Tribal Cell Chairman Shri Deepak Khandekar, Additional Chief Secretary to Governor Shri KC Gupta were also present in the meeting.
Review of Tribal Affairs Department by Governor
Governor Shri Patel, while reviewing the Tribal Affairs Department, said that the Prime Minister’s initiative Janaman Program is an unprecedented effort to provide basic facilities to the tribal communities. It is a rare opportunity to bring the tribal families into the mainstream of development. The need is to set a target with sensitivity and work with dedication. He said that the works made under Janaman should be completed on time and their quality should be excellent. While discussing about sickle cell, he informed that 78 percent of the girls in the blood test of the girls’ hostel were found to be anaemic, and stressed the need to prepare a menu according to nutritious food in the hostels. He has asked for making arrangements for sickle cell testing and distribution of sickle cell medicines in the mobile medical vans operated under Janaman. He has asked for opening Jan Aushadhi Kendras in the premises of the Community Health Centres of tribal development blocks and appointing tribal youth who fulfill the eligibility to run the centre.
Tribal Affairs Minister Dr. Kunwar Vijay Shah has talked about providing health cards to the residents of tribal hostels. Principal Secretary Tribal Affairs Mr. Gulshan Bamra was present in the meeting.
Governor reviews Animal Husbandry and Dairying Department
During the review of Animal Husbandry and Dairy Department, Governor Shri Patel got information about the implementation of Mukhyamantri Dudhharu Pashu Praday Yojana. He said that the objective of the scheme is to provide sustainable livelihood to P.V.T.G. tribes. It is necessary that priority should be given to extremely poor families in the scheme. The scheme should be operated separately as a program of the state government. It should not be included in any other scheme or program. The Governor was told that as per the instructions of the Raj Bhavan, targets have been set in proportion to the population. 30 beneficiary families of Baiga tribe, 374 of Sahariya tribe and 30 beneficiary families of Bharia tribe are being benefited with 2-2 milch animals. Minister of State for Animal Husbandry and Dairy (Independent Charge) Shri Lakhan Patel and Principal Secretary Animal Husbandry Shri Umakant Umrao were also present.
Review of Higher Education Department by the Governor
Governor Shri Patel, while reviewing the Higher Education Department, has pointed out the need for organizing on and offline conferences of the talent pool of tribal talents. The department has been asked to be associated with the portal of the Central Government for tribal welfare schemes, so that the problem of double benefit of the schemes does not arise. He said that the provision of departmental budget should be considered as per the value of tribal population. The department should select one sport in coordination with the Sports Authority of the Central Government as per the sports talent and interest of the tribal youth and try to promote it holistically. He also discussed about the backlog of tribal posts. It is expected from the Higher Education Department that it should identify the nature of the backlog and the problems in filling the posts. It should lead the efforts to make eligible tribal candidates available for filling the posts. Additional Chief Secretary Higher Education Shri Anupam Rajan, Commissioner Higher Education Shri Nishant Barbade were present in the meeting.
The Governor reviewed the work of the Forest Department
Governor Shri Patel, while reviewing the Forest Department, has expected the department officials to take special initiatives for the effective implementation of community forest rights under the Forest Rights Act. If necessary, the availability of human resources should be considered. The Governor was told that the provisions for granting leases under the Forest Rights Act have been simplified. According to the information available at the departmental level, the process of granting leases to lease holders under the Forest Rights Act is in progress. Additional Chief Secretary Forest Shri Ashok Barnwal was present.
