Sealing of property for recovery from property tax defaulters, Lok Adalat proceedings

To speed up revenue recovery in Municipal Corporation Birgaon area, a detailed review of Rajasthan officials of Commissioner Yugal Kishore Urvabha was taken on 20.02.2025. While reviewing the recovery, the Commissioner expressed displeasure over the recovery of about 60% till now being less than the target of 80% set by the government and directed for 100% recovery by March 31. To speed up the recovery, the Commissioner directed the revenue officers to send WhatsApp, Text Meg to all the taxpayers on their mobile, set up camps in the wards, make a list of defaulters and contact them door to door for recovery, duly issue bill notices to the defaulters who do not pay tax, take action for attachment, present the case in Lok Adalat as per need and publish the names of such defaulters publicly through flex hoardings in the squares and intersections around their residence and workplace. In operation of the instructions received from the Commissioner, Revenue Officer Deepak Dewan said that such taxpayers who have not yet paid the tax have been sent demand bills, notices, etc. through WhatsApp, Text mag through mobile, along with the facility of online link has also been provided through which they can make payment through UPI, NEFT, NET BANKING, RTGS, OR code, etc. In this financial year, the corporation has received an amount of about 2.5 crores online, which is about 25% of the total collection so far. To make recovery easy and smooth in Nagar Nigam Birgaon, the entire revenue record has been digitalized and made online. There is no need for anyone to do manual work for recovery. With all the work being digital, along with convenience to the general public, the work of the corporation employees has also accelerated. Under the continuous guidance of Commissioner, all the taxpayers are being informed through door to door contact as well as announcements in cloth carts. All the regular and placement staff of the corporation have been asked to pay their taxes. Swachhata Didi has also been included in this and has been instructed to motivate people to pay taxes during door to door collection. In the first phase, all the taxpayers were served demand bills, notices, etc. In the second phase, action for Kursi etc. was proposed. In the third and final phase, all the defaulters have been informed to appear in Lok Adalat. Even after this, a separate list of those who will not pay the tax has been made and action for sealing has been proposed under the leadership of Commissioner from 1st March and action for recovery on the spot has been proposed. Commissioner Jugal Kishore Usha appealed to all the taxpayers to pay their taxes immediately and avoid Kursi sealing, court proceedings, penalty.
