MP NEWS: Ministers should understand departmental functioning well: Assembly Speaker

Bhopal. Ministers should fulfill the assurances given in the Legislative Assembly with commitment. Assembly Speaker Narendra Singh Tomar said this while addressing the first session of the second day of the Leadership Summit at the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis. Legislative Assembly Speaker Tomar was giving address on the topic of administrative coordination and assembly functioning. He said that ministers should fully understand the functioning and procedures of their department. During this, Chief Minister Dr. Mohan Yadav, Deputy Chief Ministers Shri Jagdish Deora and Shri Rajendra Shukla and members of the Council of Ministers were present.

Legislative Assembly Speaker Shri Tomar, while explaining the administrative system and functioning, advised to study for better formulation, implementation and review of policies. Ministers should also pay attention to innovation in their respective departments. Along with review, administrative reforms should be made in the department as per the demand of time. He said that training, communication and cooperation is important. Government and administration are complementary to each other. Ministers should hold a conference with departmental officers. In this, important feedback is received from departmental officers. He said that a group of experts should be formed and cooperation of experts should be taken in the work of the department.

Legislative Assembly Speaker Shri Tomar also gave information on better discharge of responsibilities as the district in-charge minister. He also informed about receiving funds from the Central Government for the schemes and programs of the department.

Panchayat and Rural Development Minister Prahlad Singh Patel, while expressing his views on the subject of budget, ministerial working system, work allocation rules, Legislative Assembly Constituency Development Plan Manual, said that supplementary estimates can be brought in every session of the Assembly. He gave detailed information on the budget and the budget process. Minister Shri Patel said that the goal of development has to be achieved with financial discipline. Financial independence should be the goal. He gave detailed information regarding budget management.

Additional Secretary Shri Sudhir Kochhar gave information on the state level administrative structure. He also gave information about administrative procedure and administrative terminology. Shri Dushyant Singh also discussed social media management, coordination with print and electronic media and Shri Y. Of. Pathak gave information about the importance of technology in good governance, e-office, store order process, e-tendering rules and GeM.

In the second session of the Leadership Summit, Dr. Vinay Sahasrabuddhe told about the successful schemes of other BJP led state governments. He participated in Jan Vishwas Bus Scheme launched in Vadodara, Gujarat, Canal Top Solar Project, School Entrance Utsav, BRTS of Ahmedabad, Nakalmukt Pradesh Abhiyan of Uttar Pradesh, One District-One Product Scheme, Parivar Pehchan Patra Scheme of Haryana, Maharashtra Told in detail about Jalyukt Shivar Yojana of Goa, Swayam Purna Yojana of Goa and Antyodaya Yojana of Rajasthan. He also discussed Govardhan Yojana.

Clean Indore has now become part of our civic values

Urban Development and Housing Minister Kailash Vijayvargiya, while highlighting the journey of Indore emerging as a clean and developed city, said that clean Indore has now become part of our civic values. Every person of Indore is a cleanliness friend. The Municipal Corporation is also earning income by making CNG gas and fertilizer from waste. He told that the cleanliness campaign was started in Indore by forming a resident association. After discussing with all the concerned people including citizens and social organizations, it was decided that garbage should not be seen anywhere in the city. Besides, punishments and rewards were also planned. Night cleaning was started and arrangements for in-house segregation of wet and dry waste were made. GPS was installed in garbage vehicles.

Associate Manager Capacity Building Commission Shweta Singh gave information about Sustainable Development Goals and Mission Karmayogi. He said that the objective of the mission is that civil servants should become karmayogi and not salaried. Ms. Singh said that instead of rule based system, role based system should be developed. He also told about I-GOT special purpose vehicle.
