Bhopal. The works of municipal corporations were reviewed in the ministry under the chairmanship of Urban Bodies and Housing Minister Kailash Vijayvargiya. Minister Shri Vijayvargiya directed that all municipal corporations should make maximum use of solar energy. Urban bodies can install solar power plants, this will save electricity. He told that a large part of the budget goes into electricity bills. By reducing electricity bills with solar energy, the amount can be used in development works. Urban bodies should encourage private building owners to install solar power plants at their homes through the Prime Minister Surya Lakshmi Yojana. Vijayvargiya said that the state should be number 1 in green power, the municipal corporation should work towards becoming self-reliant by increasing its income. Income can be increased through advertising. Re-densification project should be taken up by urban bodies and the process should be simplified. Services should also be taken from government buildings.
Vijayvargiya said that all the public representatives want to work continuously to solve the problems, it is a matter of happiness. All the mayors can also consider promoting public participation in most of the schemes. Make a list of eminent citizens of the city, which includes all types of citizens like engineers, architects, professionals, artists etc. Take everyone along in the development of the city. We should work with complete teamwork. The bodies have a lot of rights, they should be used in the interest of the city.
Minister Shri Vijayvargiya said that the best example of public participation is Indore city. Here, people planted lakhs of trees in the plantation program. Cleanliness builds the image of the corporation, so special attention should be given to cleanliness. If the state is number 1 in many schemes, then it should remain so in the future as well. Identify green areas in your area and get trees planted, environmental protection is very important for the coming generation. Shri Vijayvargiya said that work on the concept of welfare state and work comfortably. The local government has more responsibility to work for the people. He said that you are an urban government, work by recognizing your powers but decisions should be in public interest. Unauthorized colonies should be strictly banned under the municipal corporation area. The government will help the corporations in every possible way but the corporations will also have to increase their tax collection. Shri Vijayvargiya said that necessary measures must be taken to increase your income. Encourage the citizens of the city to pay taxes. If tenders come for less than the minimum rate, a committee should be formed to investigate so that quality work can be done. Make an action plan after considering each scheme and run the project profitably.
Minister Shri Vijayvargiya gave instructions to control illegal colonies. Gave instructions to work to control stray dogs and prevent incidents of biting by them. Shri Vijayvargiya said that the lifts and fire safety systems of multi-story buildings should be looked after by the urban body. A fire directorate will be formed, for which a budget of about 400 crores is proposed. Fire acts will also be made afresh. Resources will be delivered to the municipal corporations. We will make a tenancy act, so that the property owner retains ownership and the tenant does not face any inconvenience. Mr. Vijayvargiya said that rules will be made for marriage processions, marches etc. to maintain smooth traffic system in cities. He instructed Public Works, Housing Board, Railways, Electricity, Telecommunications etc. to discuss with the Commissioner and Mayor before doing their departmental work in urban areas. So that wear and tear on roads can be prevented.
Minister of State Ms. Pratima Bagri said that everyone has given suggestions for the economic empowerment of the bodies. With everyone’s cooperation, we will take the development process forward by making all the bodies of the state beautiful and clean. Ensure better work on environment, waste management, solar plants, water harvesting, cleanliness of rivers etc.
Additional Chief Secretary Energy and Renewable Energy Mr. Manu Shrivastava gave a presentation on solar energy. He called it the need of the present time. This will help in energy self-sufficiency.
Principal Secretary Urban Development and Housing Mr. Neeraj Mandloi gave information about the schemes of top priority of the government. He gave his presentation on the need for urbanization. Urban population is constantly increasing in the current scenario, there is a possibility of 50 percent urbanization in the state by 2047. Urbanization is constantly happening in the state. Preparations will have to be made for arrangements like employment, food, housing, transport when villagers come to the cities. Work will also have to be done on roads, electricity, water, sewage disposal.
Principal Secretary Environment, Animal Husbandry and Dairy Mr. Gulshan Bamra said that rules related to water and land pollution should be followed. Ensure the implementation of legal provisions to reduce pollution in rivers and limit the use of plastic. Work should be done on Madhya Pradesh Wetlands Conservation and Management, Animal Birth Control Law and make cities rabies free cities. Bodies should also work together with voluntary organizations for the operation of cow shelters and control of stray animals.
