Madhya Pradesh is moving rapidly in the direction of development and public welfare: Chief Minister Dr. Yadav

Bhopal: Chief Minister Dr. Mohan Yadav has said that Madhya Pradesh is rapidly moving towards development and public welfare with systematic planning for all sections including villages and poor. To fulfill the resolution of Prime Minister Shri Narendra Modi’s developed India @ 2047, the state government is working with the goal of developed Madhya Pradesh. The state budget 2025-26 is an important step towards achieving this resolution. The state is moving on the path of continuous development. On Wednesday (12 March), the state government presented a budget of Rs 4 lakh 21 thousand 32 crore for the first time. This budget provision is 15 percent more than the previous year 2024-25. Even after such a big budget, no tax has been imposed nor any deduction has been made. Chief Minister Dr. Yadav was discussing with the media in the Vidhan Sabha premises regarding the state’s budget for the year 2025-26 presented in the Vidhan Sabha.

Chief Minister Dr. Yadav said that as soon as the new government was formed, the target of doubling the budget in the next 5 years was set. The budget for the year 2025-26 is an exemplary effort in this direction. In this budget, the resolution of the betterment of all sections of the state including the poor, youth, farmers and women (knowledge) has been fulfilled. Adequate funds are being allocated for development in all areas. Chief Minister Dr. Yadav said that Madhya Pradesh was formed in the year 1956, but till the year 2003-04, the budget was only Rs 20 thousand crore, now we have increased it 21 times to Rs 4 lakh 21 thousand 32 crore. This shows that the government is making every possible effort to put Madhya Pradesh in the front row. Madhya Pradesh is the fastest growing state among all the states of India.

Chief Minister Dr. Yadav while congratulating Finance and Deputy Chief Minister Shri Jagdish Devda for presenting an all-comprehensive, all-touching, all-inclusive budget said that this budget of the year 2025 is the budget of hopes and aspirations of Madhya Pradesh. The state government is continuously moving forward towards fulfilling all its resolutions. The economy of the state has to be made 2 trillion dollars (about 250 lakh crores) by the year @ 2047. This is not just a numerical document, but a budget that will change the lives of the people of the state. Based on the resolutions of Prime Minister Shri Modi, this visionary budget of the state government will prove to be a milestone in the direction of making Madhya Pradesh strong, prosperous, powerful and prosperous. This budget will accelerate the development of the state along with public welfare and good governance. It will empower the poor and create a better future for the youth of the state. Special steps have been taken in the budget to empower women, poor, farmers, Scheduled Castes and deprived sections. Chief Minister Dr. Yadav congratulated and wished the people of the state for the public welfare budget.

The Chief Minister gave information regarding the main points in the budget:-

  • This budget is focused on the goal of doubling the budget size and the state’s GSDP by the year 2029-30, while keeping the estimated fiscal deficit at 4 percent of GSDP.

  • The total amount of investment is Rs 4,21,032 crore, which is 15 per cent higher than last year.

  • The estimated revenue receipts are Rs 2,90,879 crore, which includes the state’s own tax amount of Rs 1,09,157 crore, the state’s share in central taxes Rs 1,11,662 crore, non-tax revenue Rs 21,399 crore and assistance grants received from the Centre Rs 48,661 crore.

  • The state’s tax revenue is estimated to increase by 7 per cent in the year 2025-26 as compared to the budget estimate of the year 2024-25.

  • Capital outlay is estimated to increase by about 31 per cent in the year 2025-26 as compared to the budget estimate for the year 2024-25.

State Achievements

  • In the Fiscal Health Index report released by Niti Aayog, the state has been ranked first in the quality of expenditure. The Reserve Bank of India has also mentioned this achievement of the state in its report.

  • In the budget for the year 2025-26, the maximum provision of 17 percent of the percentage of expenditure in various sectors is for the infrastructure sector. In the year 2025-26, an increase of 31 percent is estimated in the infrastructure sector as compared to the previous year 2024-25.

Sector-wise achievements of the state

  • The state government is committed to the empowerment of women, the size of the gender budget has doubled in 6 years.

  • In agriculture and allied sectors, growth has more than doubled in the last 6 years.

  • The child budget provision has more than doubled in the last 6 years.

  • There is a provision of Rs 18,669 crore in the Chief Minister Ladli Behna Yojana.

  • There is a provision of Rs 1,183 crore under the Ladli Laxmi Yojana.

  • There is a provision of Rs 720 crore under the Chief Minister Shramik Seva Maternity Assistance.

  • Jal Jeevan Mission National Rural Drinking Water Mission has a provision of Rs 17,136 crore.

For the farmer (annadaata)

  • There is a provision of Rs 13,909 crore in Atal Krishi Jyoti Yojana.

  • There is a provision of Rs 447 crore under the Pradhan Mantri Krishak Mitra Surya Yojana.

  • There is a provision of Rs 5,220 crore under the Chief Minister Kisan Kalyan Yojana.

  • There is a provision of Rs 2,001 crore under the Pradhan Mantri Fasal Bima Yojana.

  • There is a provision of Rs 1,000 crore under the Chief Minister Farmer Crop Procurement Assistance Scheme.

  • There is a provision of Rs 1,000 crore under bonus payment on procurement of crops from farmers at the support price.

  • There is a provision of Rs 850 crore under the Chief Minister Krishak Unnati Yojana.

  • There is a provision of Rs 505 crore under cow conservation and animal welfare.

Poor Welfare

  • There is a provision of Rs 7132 crore in Atal Griha Jyoti Yojana.

  • A provision of Rs 5299 crore is included under reimbursement for free power supply to 5 HP agricultural pumps and one light connection by Madhya Pradesh Electricity Board.

  • There is a provision of Rs 700 crore in the Chief Minister Jankalyan (Sambal) Scheme.

  • A provision of Rs 1,277 crore has been made under the Pradhan Mantri Jan Arogya Yojana (Ayushman Bharat).

  • A provision of Rs 1,100 crore has been made under PM Janman Yojana (Housing).

Youth Welfare

  • There is a provision of Rs 2,000 crore in the investment promotion scheme.

  • There is a provision of Rs 1,250 crore under the MSME Incentive Business Investment Promotion/Facility Provision Scheme.

  • There is a provision of Rs 902 crore under strengthening and expansion of vocational training.

  • There is a provision of Rs 500 crore under the Chief Minister’s Medhavi Vidyarthi Yojana.

The welfare of every class is included in the budget

  • The Budget provides for Rs 47,296 crore (23.5 per cent) for Scheduled Tribes (Sub Plan).

  • For Scheduled Castes (Sub Plan) there is Rs 32,633 crore (16.2 per cent).

  • There is a provision of Rs 247 crore under assistance to autonomous technical institutions.

  • There is a provision of Rs 232 crore under polytechnic institutions.

  • There is a provision of Rs 150 crore under the Chief Minister Skill Apprenticeship Scheme.

  • There is a provision of Rs 180 crore under Khelo India MP.

  • There is a provision of Rs 170 crore for setting up sports academies.

  • There is a provision of Rs 159 crore under construction of stadium and sports infrastructure.

  • There is a provision of Rs 129 crore for setting up an IT park in the state.

Other key provisions

  • There is a provision of Rs 2,005 crore under Simhastha-2028.

  • There is a provision of Rs 500 crore for the establishment of Vedanta Peetha.

  • There is a provision of Rs 4,686 crore under CM Rise.

  • There is a provision of Rs 850 crore under Metro Rail.

employee benefits

  • The State Government has decided that the allowances currently payable to the government servants will be revised as per the relevant levels of the 7th Pay Commission from April 1, 2025.

It has been decided to start public welfare schemes from this year.

  • There is a provision of Rs 10 crore for Shri Krishna Pathey.

  • There is a provision of Rs 850 crore for the Chief Minister Krishak Unnati Yojana.

  • There is a provision of Rs 50 crore for the Chief Minister Dairy Development Scheme.

  • There is a provision of Rs 25 crore for uninterrupted and clean Narmada.

  • There is a provision of Rs 100 crore for Geeta Bhawan.

  • There is a provision of Rs 100 crore under the Chief Minister Vrindavan Gram Yojana.

  • There is a provision of Rs 25 crore in CM Yuva Shakti Yojana.

  • There is a provision of Rs 25 crore in Devi Ahilyabai Skill Development Programme.

  • There is a provision of Rs 100 crore for construction of hostels for working women.

  • There is a provision of Rs 80 crore for the Chief Minister’s Smooth Transport Service.

  • There is a provision of Rs 125 crore under the Chief Minister’s Comprehensive Family Prosperity Scheme.

  • There is a provision of Rs 100 crore for creation of assets through private investment.

  • A provision of Rs 100 crore has been made for the Chief Minister Majra-Tola Road Scheme.

Chief Minister Dr. Yadav said that the state government is moving ahead equally in all areas. Cow rearing and milk production are being encouraged to increase the income of farmers. Special arrangements have been made in the budget to provide smooth transport services in villages and cities. With the gifts given by Prime Minister Shri Modi under the river linking campaign, the state will achieve the target of irrigation in one lakh hectares.
