Sai government’s decision will increase industrial productivity and efficiency
Raipur, 21 April 2025: The government led by Chief Minister Vishnu Dev Sai in Chhattisgarh has made significant amendments in the Chhattisgarh Industrial Land and Building Management Rules, 2015 to accelerate industrial development in the state and ensure the welfare of workers. This amendment, which was notified on 27 February 2025, provides new opportunities for the use of leased land for industrial units and construction of worker housing in industrial areas. The move is being seen as an important initiative towards making the state’s industrial policy more investor-friendly and improving the living standards of local workers. Regularization of 15 percent of leased land Under the new amendment made on the initiative of Chief Minister Vishnu Dev Sai, industrial units have been allowed to regularize 15 percent of the total leased land for non-industrial activities, such as administrative buildings, canteens, or other facilities. Earlier this limit was strict, due to which many units faced difficulties in operations. Now with this relaxation, entrepreneurs will be able to use land flexibly to increase the efficiency of their units. Permission to build industrial workers housing Another important aspect of the amendment is the permission to build housing for workers in industrial areas. This step will not only provide better living facilities to the workers, but will also increase the availability of workers in industrial areas. This will give workers an opportunity to live closer to the workplace, saving their travel cost and time.
Benefits of the amendment By allowing regularization of 15 percent land, entrepreneurs will be able to improve the infrastructure in their units. This will increase productivity and efficiency. With the introduction of housing facility in industrial areas, workers will get safe and convenient housing. This will help in increasing their efficiency and standard of living. Favourable policies will boost industrial investment in Chhattisgarh. This will be especially beneficial for small and medium enterprises. Labour housing and industrial expansion will create new employment opportunities locally, thereby boosting the state’s economy. Housing facilities in industrial areas will reduce population pressure on urban areas, as workers will get the option to live in industrial areas itself. It is worth noting that earlier the land leased to industrial units had to be used only for specific industrial activities. For non-industrial use, such as office buildings or employee facilities, obtaining permission was complex and time-consuming. Under the new rule, 15 per cent of the land has been allowed to be regularised without any complex process. This will help entrepreneurs reduce operational costs and strengthen infrastructure. For example, a unit can now build an employee welfare centre, training facility, or warehouse on this 15 per cent land.
Industrial areas in Chhattisgarh are often located in rural or semi-urban areas, where there is a lack of housing for workers. This forces workers to travel long distances, which affects their productivity. Under the amendment, industrial units can now build housing for workers in or around their premises. This facility will not only benefit workers but will also provide entrepreneurs with a stable and dedicated workforce. Industrial experts believe that this amendment will make Chhattisgarh more attractive for investment. Rajesh Agarwal, an industrialist from Raipur, said, “Regularization of 15 per cent land will help us increase employee amenities in our premises. Also, permission for worker housing will boost the morale of our employees.” Chief Minister Vishnu Dev Sai has described this amendment as part of the vision of developed Chhattisgarh. He said that our goal is to promote industries as well as ensure the welfare of workers. This amendment will prove helpful in achieving both objectives. The amendment in the Chhattisgarh Industrial Land and Building Management Rules, 2015 is an important step towards industrial development and worker welfare of the state. Regularization of 15 per cent land and permission for construction of worker housing will not only benefit entrepreneurs but will also bring positive changes in the lives of workers.
