Commerce Minister inaugurates mobile based application ‘Sugam’
Raipur. Commercial Tax and Finance Minister O.P. Choudhary today inaugurated the mobile based application Sugam. In this application, any person can go to the property site of his registered document and enter the photo of the site from 03 sides and the latitude and longitude geographical location in the registry software. This will help significantly in preventing property related fraud and tax evasion.
Along with this, Mr. Choudhary reviewed the work of the Registration Department. The review meeting was held at Mantralaya Mahanadi Bhawan, Atal Nagar Nava Raipur. Minister Mr. Choudhary instructed the departmental officers that the Registration Department is a department directly connected to the public. Create such a work culture that the public does not face any kind of inconvenience. Parties interested in registration should not face any kind of problems. Stop the entry of middlemen in the Registration Department and ensure that the public can register any document without middlemen. During the review, when the facts of unnecessary delay in stamp cases and registration came to light, he directed the concerned District Registrar and Sub Registrar to resolve them in a timely manner.
Minister Shri Chaudhary told the officers present that as public servants, they have got an opportunity to serve the public. The country is now moving from developing to developed economy and the contribution of officers and employees is important in this journey. Therefore, all officers and employees should work with positive thinking, be honest and show transparency, so that they can become partners in the creation of developed India.
During the review, Minister Shri Chaudhary thoroughly reviewed the comparative data of revenue receipts, documents, RRC cases, stamp cases etc. During this, departmental officers informed that the work of scanning old documents has almost been completed and in a few days, the search and copy module of the Registration Department will be completely made online. With this, any person will be able to search old documents and download the copy online by paying the prescribed fee online without coming to the office.
During the review, the officials informed that work is going on rapidly towards making the work of the registration department cashless, paperless and faceless. Payment through net banking and POS has been started for payment of registration fee. The work of model deed generation is going on rapidly through software. With this, any person can automatically prepare the documents of model registry by filling the desired input, so that the registry process can be made paperless. Integration of PAN card has been done. In its next phase, the work of integration of Aadhar is also going on. After Aadhar integration, the practice of witnesses coming to the registry office will end and incidents like registry by pseudo and fake persons can be stopped. The department’s target is that in the first phase of faceless in the next 01 month, Housing Board, RDA and Colonizers should get this facility. For this, the trial will be completed soon. With this, the parties will get the facility of getting the registry done without coming to the registry office.
Minister Mr. Chaudhary said that middlemen should be completely eliminated from the department. He directed that the District Registrar should compulsorily inspect all major documents up to the prescribed limit of 10 percent. He said that tax evasion with the help of registration officers will not be tolerated in any way.
Minister Mr. Chaudhary directed that in Chhattisgarh, the guideline rate is anyway lower than other states. In such a situation, the District Registrar and Sub Registrar will ensure that the market value should not be determined at a rate lower than the guideline. Will ensure the resolution of registered stamp cases within 01 month. Will ensure the process of stamp refund within 01 week. Will recover outstanding revenue by running a campaign. Will compulsorily inspect all major documents on the spot but will not keep any document pending for site inspection for an arbitrary time.
Minister Mr. Chaudhary directed that the setup of the registration department should be revised so that the work of the public is completed with speed and precision. The number of registration officers should be increased by 4 times in Raipur, Durg and Bilaspur districts where 60 percent of the total revenue of the state comes. There are 260 vacant posts against the sanctioned posts of 505 officers and employees in the department. He directed for immediate recruitment on the vacant posts. He directed to immediately send a proposal for building construction in the sub-registrar offices which do not have buildings. Minister Shri Choudhary also directed to install CCTV cameras and biometrics in all the offices.
