Chhattisgarh Anjor Vision @ 2047 dedicated to the public

Raipur, 17 July 2025: Today became a historic day in the development journey of Chhattisgarh, when Chief Minister Vishnu Dev Sai dedicated the document “Chhattisgarh Anjor Vision @ 2047” to the people of the state. Members of the State Cabinet, NITI Aayog Government of India, subject experts, public representatives and senior officials were present in the grand program organized at Nava Raipur Atal Nagar. On this occasion, the Chief Minister said that this document is not just a compilation of words, but a solid resolve and clear direction to build a self-reliant, prosperous and developed Chhattisgarh. He said that this vision is inspired by the resolution of Prime Minister Narendra Modi ji to develop India @ 2047 and will provide guidance to include Chhattisgarh among the leading and developed states of India. The Chief Minister said that where the thinking is big, the direction is clear and there is participation of the people, development is certain. Today we are dedicating the vision document of our state – Chhattisgarh Anjor Vision @ 2047 to the people of the state. It is a matter of pride for us that Chhattisgarh is among the few states that have prepared this vision. The Chief Minister said that he himself gave information about this vision in the NITI Aayog meeting chaired by Prime Minister Narendra Modi last month, which was specially appreciated.

He said that the revered former Prime Minister Late Atal Bihari Vajpayee had laid the foundation of our state, and it has progressed under the leadership of Prime Minister Modi. On such a historic occasion, when we are celebrating the silver jubilee of the establishment of the state and the Atal Nirman Year, it is very meaningful to dedicate this vision to the public. He said that this document is a symbol of public participation, which contains the dreams and resolutions of three crore people of the state. Not only experts and departments cooperated in preparing it, but suggestions of the public were also included through working groups, division level public dialogue and More Sapna More Vikasit Chhattisgarh portal. The Chief Minister said that when India has become the center of global hopes under the visionary leadership of Prime Minister Modi, then Chhattisgarh is also ready to play a leading role in the direction of developed India. We are creating new records of development with zero tolerance policy against terrorism and Naxalism. He said that we have learnt from Modi ji to set high goals and work hard. Earlier we used to say that if Modi is there then it is possible, now we say that if Modi is there then it is certain – the goal by 2047 is now our common direction.

The Chief Minister laid special emphasis on the fact that Chhattisgarh will play the role of a powerhouse in energizing the grand building of developed India. Our steel will make this goal steely. He informed that steel production will be increased from 28 million tonnes to 45 million tonnes by the year 2030, and it is a matter of pride that Chhattisgarh’s steel has been used in the country’s tallest bridge built on the Chenab river in Jammu and Kashmir. Similarly, coal production will be increased from 207 million tonnes to 437 million tonnes, power generation will be taken to the top position in the country from the current 30 thousand megawatts. Iron ore production will be increased from 46 to 100 million tonnes. Chhattisgarh has become the first state in the country where successful auction of lithium mineral block has taken place. The Chief Minister described multi-modal connectivity as the most important basis for management of resources. He said that from the year 1853 to 2014, only 1100 route kilometers of railways were built in the state, which will be doubled by the year 2030. Schemes like Bodhghat Project will give new expansion to irrigation and power generation. He told that this vision has been prepared with a clear action plan, in which short-term goals have been set till 2030, medium-term goals till 2035 and long-term goals till the year 2047.

Balanced development will be done through 10 missions in 13 major areas of the state. The Chief Minister said that through this Anjor Vision @ 2047, economic, social and cultural development will be carried forward in a balanced manner through 10 missions in 13 major areas of the state, these include agriculture, manufacturing, tourism, culture, logistics and IT to organic farming and education. Keeping in mind the geographical location of Raipur, a logistics policy has been prepared which will give impetus to e-commerce. Target to increase the state’s GDP from Rs 5 lakh crore to 75 lakh crore. He said that through this vision, there is an ambitious target to increase the state’s GDP from Rs 5 lakh crore to 11 lakh crore by the year 2030 and to Rs 75 lakh crore by the year 2047. Schemes like Krishi Unnati Mission, organic farming, export based possibilities and Kisan Samman Nidhi will be effective to strengthen the agriculture based economy. A target has been set to increase the income of farmers by more than 10 times by the year 2047.

Concrete plans have also been made in the field of health, education and life expectancy. 87 percent people have already been covered under the Ayushman Bharat scheme, the target is 100 percent. Medicity in Nava Raipur, super specialty hospitals in Bastar-Sarguja and many medical colleges are being established in the state. After rationalization, no school is now without a teacher. Work is being done on recruitment of 5 thousand new teachers, 1 thousand PM Shri schools, 36 Adarsh ​​colleges and establishment of Global Skill University.
The Chief Minister said that the unemployment rate in the state is 2.7 percent, which is targeted to be brought down to less than 1 percent by 2047. Skill development is being given a new direction with the cooperation of Pan-IIT institutions. Semiconductor plants and AI data center parks are being developed in the IT sector. More than 350 policy and administrative reforms have been made in the last one and a half years and investment proposals worth Rs 6.75 lakh crore have been received. He informed that through Single Window System 2.0, industries are being given approval at one click. By giving industry status to tourism, home-stay and eco-tourism are being promoted in Bastar and Surguja. He said that only environment-friendly development is sustainable and Chhattisgarh will play a leading role in achieving the Prime Minister’s target of ‘net zero carbon emission’ by the year 2070. 44 percent forest areas of the state will become oxygen hubs for the country. Innovations like the road made from plastic waste in Kalaguda of Bastar are promoting circular economy.

Clearing the misconceptions about mining, the Chief Minister said that in the last 45 years, only 28,700 hectares of forestland has been converted under FCA in the state, and even in this, actual felling has taken place in only 0.11 percent area. At the same time, an increase of 68,300 hectares of forest area has been recorded in the last years. Mining contributes 9.38 percent of the state’s GDP and generates 2 lakh direct and 20 lakh indirect jobs. The Chief Minister described the development work done through CSR and DMF as ‘Naya Ujala’ and said that Chhattisgarh has been honored by the Central Government. He said that a citizen participation portal is also being prepared so that public participation in the schemes increases. Choudhary Throwing light on the structure of the vision document and its strategic features, Finance and Planning Minister of Chhattisgarh State O.P. Choudhary said in his address that Chhattisgarh Anjor Vision @ 2047 presents a multi-dimensional strategy in areas like amenities of the citizens of the state, inclusive economic development, good governance and investment promotion. He informed that in this document, short-term (till 2030), medium-term (till 2035) and long-term (till 2047) goals have been clearly defined, which ensure the direction of the all-round development of the state.

The Finance Minister said that this vision document focuses on 13 major socio-economic themes, which include areas such as education, health, industry, infrastructure, logistics, agriculture, forest produce, investment, skill development, information technology and artificial intelligence, tourism, culture, environmental protection and sustainable development. Strategies, measurable indicators and more than 200 policy, institutional and infrastructure initiatives have been proposed for effective and timely implementation, evaluation and monitoring of all these subjects.

He informed that through Anjor Vision, a target has been set to double the size of the state’s economy in the next five years and to increase GDP by 15 times and per capita income by 10 times by the year 2047. He said that Chhattisgarh will be developed as a major center of investment in industry, service, health, education and infrastructure. In this, a blueprint has been set for the construction of more than 5,000 smart villages and more than 10 smart cities, as well as Chhattisgarh will be made a leading IT hub of the country.

He also underlined that encouraging innovation and opportunities in the service sector, providing national leadership to Chhattisgarh in the tourism and IT sector, and strengthening the logistics sector by taking advantage of the favorable geographical location of the state, are among the key priorities of the vision. These efforts will open new avenues of employment in the state and bring about a comprehensive change in the economic structure. The Finance Minister also informed that this vision document has been prepared by the State Policy Commission with the cooperation of departments and extensive public participation. Through dialogue with youth, women, farmers and various stakeholders, their aspirations have been incorporated in this document. This document has been prepared giving due respect to the cultural heritage of the state along with the national priorities of the country. In the end, the Finance Minister expressed confidence that this vision document is not only a guideline but also a solid strategic framework for transforming Chhattisgarh into a developed state, in which the role of every citizen will be important and which can be continuously assessed through progress indicators.
