Chief Minister Vishnu Dev Sai said- ensure effective prevention of stray animals roaming on the roads

Permanent solution to the problem of destitute animals is necessary through coordinated efforts: Chief Minister

Raipur, 22 July 2025: Chief Minister Vishnu Dev Sai directed the officials in a high-level meeting held at Mantralaya Mahanadi Bhawan today to ensure effective prevention of the movement of destitute animals on the roads. He said that destitute cattle are a major reason for road accidents, to control which all the concerned departments will have to move forward with a quick, concrete and coordinated action plan.

Chief Minister Sai directed the Animal Husbandry Development, Urban Administration and Development, Panchayat and Rural Development and Public Works Department to share responsibility with mutual coordination. He clearly said that this problem is serious in both urban and rural areas and no laxity will be accepted in its solution. In the meeting, Chief Minister Sai took detailed information about the status of arrangements like Gaushalas, Gauthans, Kanji Houses and Cow-Catchers operating in the state. He also discussed in detail the current utility, capacity and possibilities of improvement of these institutions and sought suggestions. Chief Minister Sai directed to develop effective and practical models for animal management, especially in villages located along national highways. He said that the presence of animals on the highway not only obstructs traffic but also causes fatal accidents, so action is necessary on priority in this direction.

In the meeting, the cases of road accidents and the role of destitute animals in them were reviewed. Also, while discussing the proposals related to cattle development, the Chief Minister talked about adopting a well-planned strategy for the care of destitute and abandoned cattle, availability of fodder and their rehabilitation. The functioning and expansion of cow-catcher to prevent animals roaming on the roads in urban areas was also discussed. Secretary of Agriculture and Animal Husbandry Development Department Shehla Nigar informed about the updated status of Gauthans, Gaushalas and Animal Husbandry Development Schemes across the state through a presentation. Chairman of Chhattisgarh State Gau Seva Commission Visheshwar Singh Patel, Chief Secretary Amitabh Jain, Principal Secretary to Chief Minister Subodh Kumar Singh, Principal Secretary of Panchayat and Rural Development Department Niharika Barik Singh, Secretaries to Chief Minister P. Dayanand and Rahul Bhagat, Secretary to Urban Administration Department and Chief Minister Dr. Basavaraju S. and Secretary of Public Works Department Dr. Kamalpreet Singh along with senior officers of the concerned departments were present in the meeting.
