Chief Minister Sai’s self-reliant Bastar vision before Prime Minister Narendra Modi

Target of 2047 with an economy of Rs 75 lakh crore and 3T model

Raipur 24 May 2025: Chief Minister Vishnudev Sai presented Chhattisgarh’s visionary development model in the Governing Council meeting of NITI Aayog chaired by Prime Minister Narendra Modi. He said that Bastar, once known for Naxal violence, is now going to give the country a new model of development, employment and self-reliance. Chief Minister Sai set a long-term target of an economy of Rs 75 lakh crore for Chhattisgarh on the platform of NITI Aayog and said that ‘3T model’ (Technology, Transparency, Transformation) is at the center of it. He said that the state administration is now becoming technology-based, transparent and fast-paced decision-making. Every scheme is being tracked digitally, so that the general public can get timely and accurate services. Chief Minister Sai said that this model will not only help in bringing Chhattisgarh into the category of developed states, but will also ensure the state’s important role in India’s goal of becoming a developed nation by 2047.

Chief Minister Sai said that the Chhattisgarh government has prepared a detailed strategy for the year 2047, under which a target has been set to increase the state’s economy from Rs 6 lakh crore to Rs 75 lakh crore. During this period, per capita income is estimated to increase by 10 times. This strategy has been named ‘Chhattisgarh Anjor Vision Document’, which contains a comprehensive plan for the economic, social and environmental development of the state. He said that to achieve this goal, priority has been given to 13 major sectors like education, health, infrastructure, agriculture, IT, tourism and skill development. 10 specific missions have been started for better implementation of all these areas.

Bastar is no longer a symbol of struggle, but of possibilities Chief Minister Sai said that Bastar is no longer an area of ​​struggle, but of possibilities. Skill development centers have been opened in 32 blocks of Bastar and its surrounding areas, where youth are being provided computer, health care, food processing and technical training. Now the children here are running laptops and machines instead of picking wood in the forest. He said that big investments are now coming to Bastar. The country’s first semiconductor unit and AI data center being set up in Nava Raipur will create ample employment opportunities in Bastar and the entire state. Now Bastar is becoming a suitable place for ‘Make in India’. Chief Minister Sai said that the government has set a target to make Chhattisgarh Naxal-free by March 2026. Rehabilitation, training and self-employment schemes have been prepared for surrendered Naxalites. Now tribals in Bastar are getting self-employment, training and market facilities. New doors of employment are opening with the sale of local products. Dhudmaras village of Bastar has been included in the list of ‘Best Tourist Villages’ by the United Nations.

Historic investment in geographical and industrial infrastructure Chief Minister Sai said that the work of increasing the rail network in Chhattisgarh from 1100 km to 2200 km is in progress. An investment of Rs 21 thousand crore has been made on national highways. Cargo service has also started from Raipur Airport, due to which the state is emerging as a major logistics hub. The Chief Minister said that the state has abundant mineral wealth available. Chhattisgarh is becoming a leading state from an industrial point of view, especially due to the availability of resources like steel, coal, dolomite and lithium. The target is to increase the steel production capacity from 28 million tonnes to 45 million tonnes and to take power generation to the top position in the country by 2030. Chief Minister Sai also said that Chhattisgarh is the first state in the country where successful auction of lithium block has taken place. This achievement will prove to be helpful in making India self-reliant in the field of green energy and electric vehicles.

Administrative innovation and digital transformation- Chief Minister Sai also informed about more than 350 policy reforms done by the state government. He said that work like land registration has now become possible from home for only Rs 500. Under the new industrial policy, special incentives are being given to those opening play schools, hospitals and colleges in rural areas.

4. New expansion of tourism through HHH model: Through HHH model, local women and artisans will get employment through hospitality, housing and handicrafts, and Chhattisgarh’s cultural heritage will get global recognition.

5. Transparency and speed in administration due to digital transformation Technology is now being used more in government work. Chhattisgarh has adopted the “3T” model – Technology, Transparency and Transformation. This means that government work will now be clean and quick. Online forms, timely services and easy process will increase public confidence. It strengthens public confidence by reducing corruption.

6. Leading state in policy leadership The Chief Minister said that now Chhattisgarh is not just a resource-rich state, but is becoming a leading state in the field of policy and administration. 7. Increased speed of road transport and air facilities: New roads were built in 11 years at a cost of 21,380 crores. Now Jagdalpur, Bilaspur and Ambikapur airports have direct connectivity with various parts of the country.

8. Expansion of rail facilities: 1100 km of rail line was built in the state in 161 years. Now by 2030, it will double to 2200 km which will be extremely important in increasing connectivity.
