Kripal Singh Thakur is a resident of Arya village in Ichhawar tehsil of Sehore. He purchased one acre of land owned by Sen community in his village a year ago. Along with purchasing the land, Kripal Singh is happy that he does not have to go to the tehsil. The name of their land was easily transferred. Name added to government account. While narrating his experience of the name transfer process, he says that people had to go round the tehsil continuously for two to three months. With the system of Cyber Tehsil, people now fill applications for name transfer from the village itself. His name starts appearing in the account. Kripal Singh Thakur has five acres of ancestral land which is in the name of his father Prahlad Singh Thakur. Father is almost a hundred years old. When he told his father about the Tehsil system, he too was happy with the quick transfer of name.

Sachin Panchal lives in Lalakhedi village of Sehore. He bought farming land in nearby Khokri village. After purchasing the land, the transfer process was completed in just 15 days. They are very happy with this arrangement of the government. They say that now the middlemen who were active in the nomination work have also almost been eliminated. He says that immediately after applying for land transfer, his name started appearing in the number 12 column of Khasra. He downloaded it. Later a message also came on his mobile number. Regarding the benefits of this process, Sachin Panchal says that with this the possibility of fraud in buying and selling of land has almost been eliminated. The person from whom the land has been taken can no longer sell the land to others. If one does so, the account of the land buyer cannot be uploaded. If there was no arrangement for cyber tehsil, then how many days would it have taken for name transfer? Sachin says that it would have taken 2 to 3 months but this work was done in 15 days only.

Similarly, Mohan Lal lives in Mushkara village of Sehore tehsil. He bought 15 decimal land in a nearby village last year. They say that the Patwari had advised to apply online and did nothing else. Everything was done on time. It took us only 10 to 15 days to complete the name transfer process. There was no need to visit the tehsil again and again and waste one’s time.

An unprecedented change is going to take place in the interest of the citizens through the cyber tehsil system in the revenue administration reform of Madhya Pradesh.

As per the intention of Chief Minister Dr. Mohan Yadav, now the revenue cases in the state will be resolved in a very short time. After implementation in the land records, the concerned party will be able to get the verified copy of the land records and order. Now the unnecessarily pending cases can be resolved with quality in less time with the help of technical assistance. The average time taken by cyber tehsils is 15 to 17 days, which is a significant achievement compared to the 60 days taken in the manual process.

Every year about 14 lakh cases of name change are registered in the state. Out of this, the number of cases registered for transfer of name after execution of sale deeds is approximately 8 lakh. In this, about 2 lakh undisputed transfer cases related to purchase and sale of entire Khasra are registered.

In such cases, Cyber Tehsil has been established for paperless, faceless and online transfer and updating of land records without application within the time limit of 15 days.

In this way, the entire 2 lakh name transfer cases related to purchase and sale of Khasra can be resolved through cyber tehsils. In such cases, apart from quick name transfer, land records will be updated. The burden of resolving undisputed cases at the regional tehsil level will be reduced. For the arrangement of Cyber Tehsil, the Revenue Department has amended the Madhya Pradesh Land Revenue Code, 1959 and made provisions for Cyber Tehsil in Section 13-A. Cyber Tehsil Project started from 01 June 2022 as a pilot project in District Sehore and Datia. This project is being implemented in 12 districts of the state – Datia, Sehore, Indore, Sagar, Dindori, Harda, Gwalior, Agar Malwa, Sheopur, Betul, Vidisha, and Umaria. As per the instructions of Chief Minister Dr. Mohan Yadav, the system of cyber tehsil is now being implemented in all the districts.

How will the work be done?

The process from registration to name transfer has been implemented in Cyber Tehsil. Cyber Tehsil has been linked to 4 different platforms like Sampada Portal, Bhulekh Portal, Revenue Case Management System portal.

In Cyber Tehsil, such cases are eligible for resolution – the entire Khasra, which has not been divided and such land which has not been mortgaged or mortgaged in any way. After registration on the portal and registration, the case will be automatically registered on the revenue portal. After this the investigation will be done by Cyber Tehsildar. After the information, a memo will be issued for advertisement and Patwari report. After this, the land records will be updated by passing the order. If claim objection is not received after ten days, orders will be given through e-mail and WhatsApp.

Features and benefits of Cyber Tehsil

After registration, the block of name transfer is registered without applying.

In this process, buyer and seller do not need to attend the Tehsil office for name transfer.

The entire process is end to end online, decision-making, and paperless.

The entire process is transparent. There is no human intervention.
