31 lakh general and weaker section consumers will get the same benefits from Chhattisgarh’s revised Half Electricity Bill Scheme

15 lakh BPL families will continue to get free electricity facility, solid step towards self-reliance with solar energy
Raipur, 4 August 2025: The Chhattisgarh government has decided to give a rebate of 50 percent on monthly consumption up to 100 units, making a rational amendment in the limit of monthly discount of 400 units given under the Half Electricity Bill Scheme, which provides relief to domestic consumers. At present, there are about 45 lakh domestic consumer families in the state, out of which the monthly consumption of 31 lakh families is less than 100 units. This represents about 70 percent of the consumers. Therefore, despite this amendment, these 31 lakh needy general and weaker section consumers will continue to get the benefit of the scheme as before. These 31 lakh families also include 15 lakh BPL (below poverty line) families, who will continue to get free electricity up to 30 units as before. Along with this, they will also continue to benefit from all other benefits under the Half Electricity Bill Scheme.
The state government is also rapidly implementing the Pradhan Mantri Suryaghar Free Electricity Scheme, under which consumers are being given a subsidy of up to ₹1,08,000/- from the central and state governments for installing rooftop solar plants. Under this scheme, a solar plant of 1 kilowatt capacity produces an average of 120 units of electricity per month, on which financial assistance of ₹30,000 from the center and ₹15,000 from the state, totaling ₹45,000 is given. The consumer has to bear about ₹15,000 himself. Similarly, for a 2 kilowatt plant, an average of 240 units can be produced per month, on which a total subsidy of up to ₹90,000 (₹60,000 center + ₹30,000 state) is available. The consumer has to spend only ₹30,000. An average of 360 units can be produced per month from a 3 kW plant, and in this, the assistance is ₹78,000 from the Centre + ₹30,000 from the State, i.e. a total of ₹1,08,000. The consumer has to bear ₹72,000, which is also available on loan.
It is worth mentioning that consumers installing plants of 2 kW or more capacity can produce more than 200 units of electricity per month for 25 years, which is more than the maximum discount (200 units discount on 400 units) available under the Half Electricity Scheme. Such consumers can not only get rid of electricity expenses by using electricity generated from solar energy in their homes, but can also earn income by flowing the excess electricity into the grid. The Pradhan Mantri Suryaghar Yojana will inspire consumers towards cheap electricity, permanent savings and energy self-sufficiency. Also, it will prove to be a big step towards fulfilling responsibility towards the environment. With this, the consumers of Chhattisgarh will naturally move from half electricity bill to free electricity bill scheme. Consumers will become “Urjadaata” by producing energy on their rooftops without depending on any scheme. This strategic initiative will move the state towards clean energy, economic savings and energy independence.
