Housing and Environment Minister O.P. Choudhary’s big announcement: Chhattisgarh Housing Board’s OTS-2 scheme got historic success – 920 properties worth Rs 139.47 crore were sold

Construction process will start only after getting 60% pre-booking – Griha Nirman Mandal is now completely debt free
Raipur, 17 July 2025: Housing and Environment Minister O. P. Choudhary informed about the unprecedented success of the One Time Settlement Scheme (OTS-2) run by the state government in the Chhattisgarh Legislative Assembly. Minister Choudhary said that the OTS-2 scheme was started from 1 March 2025. The objective of this scheme is to make the vacant properties built earlier by the Chhattisgarh Housing Board accessible to the general public with special discounts. In the scheme, phased discounts have been given on properties based on the period of vacancy. He explained in detail that 20% discount is being given on such properties 5 to 10 years old in which at least 20% part is vacant, while in case of more than 20% vacancy, a discount of up to 30% has been prescribed. At the same time, there is also a provision of 30% discount on vacant properties older than 10 years.
The Finance Minister informed that the properties which are now included in the scheme for the first time and whose construction has completed 5 years have been included in the offer with a discount of 10%. All these discounts are applicable on the base price of the properties. After this, offers are invited, in which citizens participate through competition, and the property is allotted to the highest priced person. He said that as a result of the effective implementation of this scheme and increasing confidence among the people, a total of 920 properties have been successfully sold till June 15, 2025, earning a revenue of Rs 139.47 crore to the Board. This achievement reflects the popularity of the scheme and is a milestone for the Housing Board.
Housing Board has become completely debt free – Finance Minister Choudhary also informed that the Housing Board had earlier outstanding loans of about Rs 800 crore from banks. The state government has fully repaid this loan from its budget provisions, due to which the board is completely debt free today. This is a major achievement of the board, which has made it more empowered for future plans.
Construction work will start only after 60% pre-booking – Housing Minister Chaudhary said that from now on, no new housing scheme will be started by the Housing Board until its pre-booking is at least 60%. This strategic step has been taken to ensure the success of the schemes and avoid unnecessary construction work. He also clarified that now the Housing Board is moving beyond the traditional limits and adopting the corporate model, under which not only affordable housing units but also houses of various categories and commercial properties are being developed. This innovation is in line with the urban development and self-reliant housing policy.
Priority to public interest – Minister Chaudhary said in his statement that the basic objective of the Housing Board is to provide accessible, safe and quality housing to the people of the state. The schemes run by the Board are being prepared especially keeping in mind the common people, lower and middle class families, so that every citizen can get an opportunity to live a respectable life.
