Raipur 1 July 2025: Chief Minister Vishnu Dev Sai, while addressing the inauguration of Chhattisgarh Industry Dialogue-2 organized in Raipur today, said that Chhattisgarh is no longer limited to the core sector, but is ready to become the national center of cutting-edge industries like semiconductor, artificial intelligence, pharma, defense, aerospace and green hydrogen. Welcoming the investors, Chief Minister Sai said that the new industrial policy of Chhattisgarh is focused on employment and economic prosperity. We are taking our state out of the Naxal-affected past and making it the most dynamic industrial and technological hub of the country. This state has now become the most attractive destination for investment. In the program, Chief Minister Vishnu Dev Sai said that in the cabinet meeting held a day earlier, we have approved the draft of Chhattisgarh State Logistics Policy-2025. This policy will prove to be a milestone in establishing Chhattisgarh as a national logistics hub. The Chief Minister said that the geographical location of Chhattisgarh is the focal point of the country’s connectivity. This policy will attract national and international investment in the logistics sector and e-commerce, strengthen export infrastructure and expand affordable storage facilities. The logistics policy will encourage the establishment of dry ports, inland container depots in the state, provide modern, affordable storage and distribution facilities to industry, trade and farmers, and promote trade and exports through reduction in logistics costs.
Chief Minister Sai said that the Jan Vishwas Bill will remove unnecessary complexities in business and civil life. Decriminalizing the provisions of some laws will provide relief to businessmen from getting unnecessarily entangled in court cases and reduce judicial expenses. He said that through this bill, ease of doing business and living will be ensured. Ease of doing business will improve. The Chief Minister clarified that the Chhattisgarh government is trying to create an environment for investors, industrialists and citizens in which there are minimum obstacles and maximum possibilities open up in every field of development.
Chief Minister Sai said that more than 350 structural reforms have been implemented in the last one and a half years, which led to unprecedented improvement in ease of doing business and speed of doing business. The investment environment in the state became so strong that investment proposals worth Rs 5.5 lakh crore were received in just six months, which is a record in the industrial history of Chhattisgarh. He said that national and international investors showed great enthusiasm from the Investors Summit held in Delhi, Mumbai, Bengaluru. Large investment proposals of Rs 15,184 crore were received in Delhi Summit, Rs 6,000 crore in Mumbai and in Bengaluru in the energy sector. Chhattisgarh attracted an investment of Rs 1,63,749 crore in the financial year 2025, which is 3.71 percent of the total investment in India. Chief Minister Sai informed that land was allotted and NOC was issued to Polymatech Company for semiconductor investment in just three months and now the company has started work on a project worth Rs 1,143 crore, where the target is to produce 10 billion chips per year. He said that our aim is to establish Nava Raipur as the ‘Silicon Valley of Chhattisgarh’. Single Window System 2.0 has been developed for the convenience of investors. This system integrates online application, departmental approval and subsidy distribution. Chief Minister Sai said that our system is so transparent and fast that all approvals for setting up industry will be available in one click.
Revolutionary initiatives in connectivity and infrastructure Chief Minister Sai said that approval has been given for a railway line worth Rs 3,500 crore from Raoghat to Jagdalpur. Survey has started on the railway line from Kothagudem to Kirandul and Kharsia-Parmalkasa railway line will connect industrial centers. Waterway will start from Sambalpur to Nava Raipur. Air cargo services have also been activated. Chief Minister Sai said that the AI Data Center Park in Chhattisgarh is the first park in the country. Pharma hub and Medicity are being built in the pharma sector. Special grants are available in textile and pharma. Bastar and Surguja: New saga of development Chief Minister said that Bastar, once affected by Naxalism, is now realizing the dream of ‘Developed Bastar’. 90,000 youths have got skill development and more than 40,000 youths have got employment. Special investment incentives are also being given there. Bastar Dussehra is being registered for international recognition in Bastar. Tirathgarh Glass Bridge and Bastar Tourism Circuit are being developed. Provision of royalty reimbursement and subsidy has been made for tribal entrepreneurs. Opportunity for youth, confidence for investors Chief Minister Sai said that the new industrial policy has a roadmap to create more than 5 lakh jobs in the next five years. He said that Chhattisgarh will become the fastest growing economy of the next decade in all these sectors – textile, pharma, AI, defense, energy and medical tourism. The Chief Minister said that the government is fully committed to a permanent solution to the Naxal problem in the state. Under the strong leadership and guidance of Prime Minister Narendra Modi and Union Home Minister Amit Shah, the comprehensive development and security campaigns going on in the state are showing positive results. The government’s goal is to ensure complete eradication of the Naxal problem by March 2026, so that a new beginning of peace, stability and development can be made in all the affected areas. Chief Minister Sai launched One Click Single Window System 2.0. This will reduce the time taken for permissions to record time. This will establish Chhattisgarh among the leading states of the country in ease of doing business. Commerce and Industry Minister Lakhan Lal Dewangan said in his address that the Chhattisgarh government is giving priority to simple, transparent and fast processes for industries. He said that through One Click Single Window System 2.0, investors will now get the necessary approvals in minimum time, which will further strengthen the investment environment in the state. He expressed confidence that with the new industrial policies and easy permissions system, Chhattisgarh will create its own identity among the leading industrial states of the country. Industry Minister Dewangan appealed to the entrepreneurs present to play an active role in employment generation and economic development by investing in Chhattisgarh. Land plots in new industrial areas and parks have been made available for online allotment. On this occasion, Chief Minister Vishnu Dev Sai handed over Invitation to Invest letters to 11 major companies for investment proposals worth Rs. 1 lakh 23 thousand 73 crores, which will provide employment to 20 thousand 627 people.
