Raipur: Bharatiya Janata Party on Sunday released the Atal Vishwas Patra for Raipur Municipal Corporation on the lines of the state’s Urban Body Jan Ghoshna Patra. During this, BJP MP and Raipur Municipal Corporation Election Coordinator Brijmohan Agarwal, Raipur MLA and Municipal Corporation Election Coordinator Rajesh Moonat, MLA Sunil Soni, Purandar Mishra, Raipur City District President Ramesh Thakur, State General Secretary Sanjay Srivastava, Praful Vishwakarma and State BJP Media Co-incharge Anurag Agarwal were present in the press conference organized during this time. On this occasion, MP Brijmohan Agarwal and all the MLAs released the Atal Vishwas Patra of Raipur Municipal Corporation and expressed the resolve that there will be no shortage of funds and schemes to develop the Raipur Municipal Corporation area. All the four MLAs promise that they will ensure that the capital gets the benefits of the state government’s schemes and will give their full contribution to make Raipur a smart city. All of them appealed to make BJP’s triple engine government in Raipur and to make the city developed by pressing the number two lotus symbol button in the EVM and make BJP’s mayor candidate Meenal Chaubey win with the biggest margin.
On this occasion, MP Brijmohan Agarwal said that the people of the city were in a bad condition for five years during the previous Congress government. They had to suffer for basic facilities. The city’s roads had turned into potholes and due to this the people had to face a lot of problems. Congress had ruined all the development work done during the BJP government. Now this is a golden opportunity to get rid of this and make Raipur a developed city by making BJP’s mayor candidate Meenal Chaubey and councilor candidates win. BJP’s resolve and promise is that all 70 wards will be developed and all public facilities will be made available to all easily accessible and equipped. Agrawal said that all the promises of land owner lease and PM’s Atal Vishwas Patra will be fulfilled in urban areas. Apart from 25 percent discount in tax on property registered in the name of women, drainage problem in the city will be solved, Sharda Chowk and other roads will be widened according to the increasing population. He said that a big action plan will be made through international agency to solve the traffic problem in Raipur.
Agrawal, while congratulating BJP on its historic victory in Delhi Assembly, said that this victory has created an atmosphere of great enthusiasm among the workers and common people. There is a wave of Prime Minister Narendra Modi’s guarantee of trust. People are rejecting Congress and forming BJP governments everywhere. He said that Congress is zero in Delhi, ideologically zero and now it will be zero in Chhattisgarh too. This time the people of Chhattisgarh are going to give BJP a huge victory on all the seats of the urban body because BJP means the guarantee of fulfilling the promises. Minister Ram Vichar Netam said that many important schemes will be implemented in the Atal Vishwas Patra of the Municipal Corporation to develop Raipur. There is a resolution to strengthen the basic facilities of public welfare schemes including PM Awas for the poor of urban areas. The public has seen the misgovernance of Congress and the corruption in the corporation, so we will make the Municipal Corporation corruption free. Netam appealed to the public and said that just as BJP has formed a double engine government in the state in the Lok Sabha and Assembly elections on the guarantee of Modi, in the same way we will form a triple engine government in the Municipal Corporation and will make Raipur city developed.
BJP State General Secretary Sanjay Srivastava said that the Atal Vishwas Patra of Raipur Municipal Corporation includes all the points of development of the city. It includes parking in the city, conservation and beautification of ponds, arrangement of chowpatty in all the zones of the Municipal Corporation, toll free number for solving public problems, Swachhata Committee to make Raipur clean, development points for creating many basic facilities including free toilets in wards and public places. These are the major development resolutions in the Atal Vishwas Patra issued for Raipur Municipal Corporation. Tatyapara-Sharda Chowk widening will be completed in a timely manner in 6 months and traffic will be facilitated. Conservation and beautification of ponds will be done. Chowpatty will be constructed under all zones. The markets on the main road and roads will be organized keeping in mind the public convenience. Traffic will be facilitated and organized by constructing flyovers in Udyog Bhawan Rajendra Nagar, Sarona, Telibandha under Raipur Municipal Area.
Pure drinking water will be provided to every household. Toll free services, water, sanitation, street lights and other basic services will be resolved with zero tolerance policy. Land available under each zone of Raipur city will be identified and developed as a playground and park and dedicated to the public. Sports academy will be established to encourage sports talents. Rain Basera (night shelter) will be equipped with all facilities. Proper maintenance of Bapu’s hut and open gym will be done in Bagh Baghicha under Nagar Nigam. To ensure that the last rites are respectful, proper arrangements will be made for regular cleaning, shed, light, water, public facilities in Mukti Dham. For the safety of citizens, special and concrete steps will be taken to protect them from public and street animals and dogs and Raipur will be made a rabies free city. Integrated service centers will be established in each zone office by launching ‘My City App’. So that the public welfare scheme of the government can be taken to the public and the public can directly take benefit of the scheme.
Pink toilets for women will be constructed and toilets for men will be constructed and maintained properly around public places, markets and main roads. The convenience of Divyaangs will be taken care of by creating a barrier-free environment in public buildings for Divyaangs. Also, motor tricycles will be provided. Necessary steps will be taken for the arrangement of roads, electricity, water in illegal colonies under the Municipal Corporation area, and by regularizing illegal colonies as per rules, basic facilities (roads, electricity, water) will be provided. Free Wi-Fi facility will be ensured in schools and colleges in Raipur Municipal Corporation area. Through Samadhan Yojana, relief will be given to land/building owners by making a lump sum settlement for old property tax without imposing penalty or interest. Adarsh Anganwadi centers with all facilities will be built. Where better facilities for nutrition, education and health of children and mothers will be available, along with safe place for breastfeeding will be arranged. Availability of free sanitary napkins for girl students will be ensured in schools and colleges. So that their hygiene and health needs can be taken care of.
We will expand the services and facilities of the existing hostels for working women in Raipur. We will establish more clinics, which will provide primary health services as well as act as referral centers when needed so that every citizen can get accessible and effective health facilities. Employment-oriented skill development centers will be established in Raipur Municipal Corporation area, which will increase entrepreneurship, personality development and employment opportunities for young men and women. Under the Vishwakarma Thiha Yojana, artisans, traditional businesses, unorganized productive work will not only be provided loans but also markets and suitable places under the body to run their business. We will expand Gokul Nagar so that better facilities can be made available for cow protection, their care and housing. Under the Shraddhanjali Yojana, we will increase the amount by ₹500 and provide ₹2500 to the beneficiary so that financial support can be provided in difficult times.
We will take necessary steps for child protection. We will ensure no-darkness by providing proper lighting on all roads. Women self-help groups will be given financial support. We are committed to adopt a holistic and sustainable approach to solve critical sewage and drainage problems in Raipur, for which we will replace all damaged sewerage and drainage pipe lines and ensure their proper maintenance so that the system remains healthy and sustainable. We will appoint dedicated sewerage officers to prevent waterlogging, prevent breeding of larvae and remove sludge regularly, thereby restoring drainage capacity and improving water flow. We believe in Sabka Saath, Sabka Vikas and are committed to providing equal opportunities to the urban poor for better quality of life and sustainable livelihoods. In many slum areas, such as Shakti Nagar, Shivaji Nagar and Maharajband, basic amenities will be provided.
We will implement advanced rainwater management solutions from urban flooding and pollution, for which we will develop a separate rainwater drainage network, equipped with real-time flood sensors, to prevent urban flooding and pollution. We will make greater use of technology to monitor drainage, including implementing online systems to track the status of drainage in real time. We will design rain gardens to capture and filter rainwater in a natural way, improving drainage and urban aesthetics. Underground cabling will be installed in a phased manner to get rid of the mess of wires. We will manage the water and waste coming from domestic sources into the ponds and improve rainwater drainage. We will also install effective systems for each pond and connect it to STP so that the pond can be clean. We will take decisive steps to control diseases like jaundice, diarrhea due to water pollution in Raipur, especially in the Labhandi area.
